Solano County Sheriff Says FBI Found No Link Between Deputies and Antigovernment Extremists

SOLANO COUNTY (BCN/CBS SF) — Solano County Sheriff Thomas A. Ferrara said this week that federal law enforcement officials found no evidence that his employees “are members of any extremist organizations” after an investigative report by the online news site Open Vallejo this past February found several sheriff deputies displayed support for an antigovernment militia movement.

Ferrara issued his response to members of Benicia Black Lives Matter following a Feb. 14 letter the group sent — days after the Open Vallejo article was published — to Ferrara demanding the sheriff expel the deputies for supporting the right-wing extremist group Three Percenters.

“Although I cannot comment on specifics of my internal investigations, I can tell you that we found no merit to the criminal/racist allegations made in the ‘open Vallejo’ article,” Ferrara wrote. “We have reviewed our social media and political expression policies, and in consultation with the FBI, concluded that the photographs (taken over four years ago) of the deputies, although disappointing, are not in themselves a crime or were in violation of policy when the social media posts were first published.”

In its investigation, Open Vallejo discovered several members of the sheriff’s office, including former sheriff’s office Public Information Officer Daniel “Cully” Pratt, posted Three Percenter imagery on their respective social media pages during the past few years.

Pratt, who operates a wood-working business, posted a photo of himself posing with a handmade wooden rifle display rack that he made for Sgt. Roy Stockton in 2018.

Stockton is also a member of the sheriff’s office and was recently elected to the Vacaville City Council.

The art piece includes the words, “WILL NOT COMPLY,” and 13 shotgun shells arranged in a circle around the Roman numeral III. Pratt used the hashtag ‘#3percenter,’ in the Instagram post.

The sheriff’s office homeless outreach coordinator, deputy Dale Matsuoka, posted Three Percenter symbols over his social media, according to Open Vallejo, which also discovered that “Matsuoka changed his Facebook profile picture to the Three Percenter logo. It was accompanied by the slogan, ‘When tyranny becomes law, rebellion becomes duty,’”

A loosely formed group, Three Percenters was founded following the election of President Barack Obama in 2008. The name comes from the incorrect belief that only 3 percent of the American colonists fought against Great Britain during the American Revolution. The group, which is spread-out through the United States, advocates for active resistance of the federal government and the right for private gun ownership.

Ferrara also addressed concerns about a possible link between the Three Percenters and the Jan. 6 insurrection in Washington, D.C., which left five people dead, including a police officer. Ferrara said that “with a high degree of confidence” he was certain none of his employees were present in Washington D.C. on Jan. 6.

“Since the events of January 6th occurred, I have educated myself and my command staff on the III Percenters and have arranged for training in extremist ideology for all of my staff, as well,” he wrote. “We learned that the ideology of the III percenters has changed since the posts were first made, which has deepened our own understanding of the need to proactively address all political ideologies with a renewed level of social responsibility and accountability.”

Solano County Supervisor Monica Brown said Wednesday that she is pleased Ferrara worked with the FBI to determine if any of the sheriff’s employees were part of an extremist organization.

“I trust the FBI,” said Brown, who represents the city of Benicia, along with a portion of Vallejo. “I also trust Tom, he keeps tight reigns on his employees. But I’m also glad this information came to light. We always need to pay attention about possible links to extremists.”

Fellow Solano County Supervisor Erin Hannigan agreed.

“I do appreciate the sheriff’s response,” Hannigan said about Ferrara’s letter. “We were relieved to know, early on, none of our officers were involved in the insurrection. I was reassured.”

Ferrara went on to say in his letter that “individuals are required to pass a rigorous background investigation, which specifically examines extreme personal beliefs,” before being hired by the Solano County Sheriff’s Office.

“All of my deputies wear body worn cameras and we have a process in place to randomly review their contacts with citizens and calls for service,” he added.

The letter from Benicia Black Lives Matter further demanded the county establish an Office of Equity, much like the city of Benicia and Sonoma County did, “to solidify (Solano County’s) commitment to equity and the eradication of racist ideology.”

Ferrara’s letter didn’t address that demand.

Representatives with Benicia Black Lives Matter couldn’t be reached Wednesday.

My husband and I moved to Benicia from Vallejo because of the schools. It wasn’t about safety. We lived in a decent Vallejo neighborhood, and we were locals. I had attended school there myself, and had a reasonably good education and experience. The schools in Vallejo are integrated, and I always felt safe and connected. However, the schools in Benicia offered more resources for the classrooms, and more co-curricular and extra curricular activities. There were field trips and enrichment opportunities available in the Benicia schools that Vallejo couldn’t offer. And so we moved here.

My son started his school career in Benicia. He would come home every day practically bursting with the new things he learned. He loved to read, explore, calculate, analyze and memorize. He brought his joy of learning into everything we did. He woke up excited every morning, eager to go to school and ready to learn. It was a dream come true for any parent, and I was especially proud.

Then when he got to middle school something changed. It started with a juvenile verbal challenge between my son and another boy, who happened to be white. At first the argument was typical of 7th grade boys trying to show off. As it got more heated, the other boy pulled out the racial derogatives. He called my son the “N” word and a “black gorilla.” My son reciprocated with some angry words of his own, but did not resort to racially based insults. The verbal bashing was eventually interrupted by staff, and the boys were brought to the Vice Principal’s office.

The other boy’s mother and I were summoned to the office for a “chat.” I sat there with the woman, the counselor and the vice principal, listening to the boys retell their story. When it became clear that the other child had used racial slurs, his mother became indignant. She vehemently argued that her son couldn’t help himself. She claimed he had socialization issues that were the underlying cause of his behavior. Her argument became so passionate and her demeanor so aggressive that the staff members backed down. She eventually left the room in a huff with her son. My son received detention. Hers did not. It was the first time that my son did not feel protected or valued by the administration.

After that, things started to cascade. My son earned the reputation of being a goofball, and small things began to appear on his disciplinary record, things like, “throwing Cheetos,” “horseplay,” and “kicking someone’s backpack.” Although individually, these things are relatively insignificant, especially since they were done while joking around with his friends, each incident added demerits to my son’s record and his reputation grew. His attitude towards school began to change. He no longer looked forward to going, and his academics began to be affected.

There were more meetings with school officials. Sometimes, the school resource officer was asked to attend. Each time, my son was treated with a dismissive attitude by school authorities. Eventually, he was required to attend a SARB (School Attendance Review Board) meeting for his disciplinary issues. This was presided over by a judge. The judge looked over my son’s school record and kicked it out with a reprimand to the school for wasting his time. It was a small reprieve.

The final blow came when my son was overheard by a substitute teacher teasing his friend (a Black girl) about her weave, which is a hairstyle used frequently in Black culture. The middle aged white woman, misunderstanding his intent, sent my son to the office for “sexual harassment.” To add to the insult, the substitute confided her version of what happened to a white male teacher in his 30s, who, knowing about my son’s growing reputation, took it upon himself to run an informal investigation. He asked several girls whether they had experienced sexually charged or harassing comments from my son. I learned this from the teacher in question, and it added to my son’s feelings of betrayal and marginalization. Although the sexual harassment accusation was unfounded, it still ended up on his disciplinary record without our knowledge.

It was at this point that my husband and I made the difficult decision to pull our son out of Benicia Middle School. We settled on a local private school, but my son’s discipline record was called into question before he was admitted, particularly the part about his involvement in sexual harassment. I had to go back to Benicia Middle School to question the reason this unfounded incident was on his record and request a correction. I also needed a letter, clearing my son of this accusation so that he could move on. The Vice principal apologized, made the correction on the school records, and wrote a letter for me; but the damage was already done.

When my son started high school, we decided to give the Benicia schools another try. For a while, everything went smoothly. And then an incident occurred with another white woman substitute in English class. The class was reading “To Kill a Mockingbird,” which you may know contains some racially disparaging scenes. The teacher was having the students read passages aloud in preparation for discussion. When it came to reading the “N” word, several students, both white and Black, voiced that they were uncomfortable verbalizing this word when the use was clearly meant to dehumanize a Black character. At first the substitute insisted, but when met with continued student resistance, she relented, saying they could replace the unpalatable word with another word, such as “dog.” This upset my son and he spoke up – very passionately, I might add. When he discovered it useless to argue his point more, he took a walk so he could cool off. Meanwhile, the teacher called the office and claimed my son took an aggressive stance with her, and she felt uncomfortable with him being there. Upon returning to class my son was quickly sent to the office. When the administration looked into the incident, they concluded that he was not threatening in any way, but thought it would be best for him to remain in the office for the days she continued to substitute. Even though her claims were unsubstantiated, she refused to admit that she had offered the word “dog” as a replacement for the “N” word, despite the testimonies of several students. My thoughts were, “Here we are again.”

The pandemic called an end to the situation. My son did not have to attend school in person for the rest of his freshman or his sophomore year to date. And he has opted not to return for the remainder of this year. We support him. My son’s decision is based, not on the health threat of Covid 19, but on the lack of support he feels from the school administration.

These are only a few of the racial and traumatic incidents that have occurred at the schools over the years. Most have been undocumented without any repercussion to the offending parties. My child, like many others, has been left to filter, process, and internalize his pain and emotional distress, with little to no help from the schools.

I am saddened by and disappointed in the Benicia School District. What started as a wonderful opportunity to inspire and maximize my son’s academic potential was overshadowed by a continued lack of support and belief in my son’s capabilities. He is now another disillusioned student. I know my son is a passionate and intelligent young man, but instead of inspiring and guiding him towards leadership, the system has demonstrated time and again that his Black male passion must be extinguished. I feel like I have sent my child into a hostile environment for the sake of his education. I wanted to send him into a place that would give him the same nurturing guidance as we give in our home but I have been proven wrong time and again. His emotional and psychological distress breaks my heart. And I know I am not alone in these concerns. Many Benicia families of color have similar experiences.

I have noticed the Benicia District and schools taking steps to address the racial inequity and it gives me hope. Children should leave the educational system full of knowledge and eagerness to learn more. They should not leave needing to heal from psychological scars caused by race-based traumatic stress.

Making ‘good trouble’ in Benicia

Shakoor-Grantham starts city’s version of Black Lives Matter

BENICIA — “What are you doing here, shouldn’t you be in Vallejo?”

This was a question Benicia resident Nimat Shakoor-Grantham says her Black son was asked as he walked down a street in town. He had also been pulled over before and asked, again, what he was doing in Benicia, she said.

A Black woman sitting in a Benicia restaurant told Shakoor-Grantham that she was pelted with ice cubes by white males at a nearby table. The message she got was, “You don’t belong here in our space.”

As for Shakoor-Grantham, an African-American woman who has lived in Benicia since 2002, the disrespect she has seen has ranged from a man at Safeway calling her “gal” and telling her to go fetch him a cart, to threatening letters left on her doorstep — again asking, “What are you trying to do here?”

She thinks that last threat was because she founded the Benicia group of Black Lives Matter. She has had anonymous people taunting her with, “You are poking the bear, and when the bear gets poked, the bear gets mad,” or “Why are you creating trouble in Benicia?”

The “trouble” she and her BBLM colleagues are getting into is what the late Senator John Lewis would call “good trouble,” or raising awareness of inequality, bias, and prejudice among citizens in town.

“We specifically address issues with the government, city, and county,” she said. “We address issues of education and Black arts and culture. We also promote the awareness of systemic racism and bias.”

This last aspect of their work — promoting awareness of systemic racism — was highlighted by former Mayor Elizabeth Patterson on her blog “El Pat’s Forum” at the end of December.

Patterson described a council meeting where BBLM members addressed the body about a need for an equity and diversity manager, something that many cities have. The job of the manager will be to become a liaison between citizens, government and businesses to promote awareness and movement toward a more diverse, inclusive, and equitable place to live for people of color in Benicia. The hire will reach out to the school district as well as art and cultural organizations and spaces as well.

“When the recommendation was presented to council by staff and BBLM members, many council members were quick to offer ideas about what they thought BBLM needed,” wrote Patterson. “One could almost feel the insult that a white city council was telling the panel of four BBLM members what they needed.”

Shakoor-Grantham was at the meeting and agreed with this assessment, but told the Times-Herald that what struck her more was that they seemed more interested in how much it was going to cost to hire a person to do this rather than discussing the importance of having one.

“I said, these are my experiences here, what can be done about it? And I got crickets,” Shakoor-Grantham said.

Patterson agreed that discussion became money, writing “there was a lot of haggling over the cost.” She then pointed out what she described as “structural racism.”

The cost of hiring a part-time equity expert (30 hours a week) was put at $133,000, which council members said the city could not afford. However, Patterson points out, some of the same council members had recently estimated the value to the city that fees from developers bring in and they came up with $230,000.

One councilmember, she wrote, described this amount as “nothing” to the general fund, meaning in the town’s large budget they could “almost forgo” even collecting the fees.

The mayor then juxtaposed this with the proposed equity hire.

“The structural racism is clear. A council will say the city cannot afford programs that might have been beneficial to Black and Brown people, but can afford to subsidize market rate housing and businesses.”

For Shakoor-Grantham and BBLM, the mayor’s message was exactly what they have hoped to hear from government.

“I am very happy that Elizabeth had the insight, awareness, and courage to write this,” Shakoor-Grantham said. “She saw the apparent disparity and refused to remain silent as many people who shouldn’t remain silent choose to do,” she wrote in an op-ed in this paper.”

BBLM has about 30 members, she says, and everyone is committed to moving Benicia “in the right direction.” She estimates that 80 percent of the group is made up of white allies. She is quick to point out the many stereotypes that some people might have about Black Lives Matter.

“We want to work together with people, to learn and evolve together,” she said. “We aren’t trying to guilt trip white people.”

Shakoor-Grantham acknowledges that everyone, even herself, holds biases that they need to be aware of. However she says if your bias impacts the peace of another member of this community or makes them feel like they don’t belong here, it is important to address it. She feels she also has a big ally in Police Chief Erik Upson, who she says has been incredibly responsive.

“I have faith in him,” she said.

Overall, she is pleased at progress that has been made and she is looking forward to the city hiring the equity manager.

“There’s some good stuff happening, I’m really happy,” she says. “The good stuff out-shadows any of the negative.”

Hello Everyone,

I just read this powerful document from Elizabeth Patterson and I must say that I am experiencing a lot of emotions. I am very Happy that Elizabeth had the insight, awareness and courage to write this. She saw the apparent disparity and refused to remain silent as many people who shouldn’t remain silent choose to do.

If no one acknowledges and speaks out about such things, then such things will continue to happen. I found this writing very enlightening and encourage all to read it. This writing is not one of blame, but of shedding light on a problem that has remained in the dark for much too long.

I am saddened because situations like this still exist and not many people are even aware of it (“There’s no racism in Benicia”) . If people are aware of it, they are choosing not to speak; Maybe because the powers that be and community members at large don’t see this as an issue, they agree with this behavior, or are too timid to say anything, as some people think it best not to “Rock the Boat.”

I assure you that the Benicia Black Lives Movement (BBLM) is here to “Rock the Boat,” not by burning, looting or hating the police (as is the falsely applied stereotype), but by bringing to the attention of the government and the citizens of Benicia that events and issues of structural, conscious/unconscious racism, bias and social injustice will be identified, called out, fought against, and will certainly not be tolerated.

This is why I am so proud of Elizabeth for writing this document. The BBLM is collaborative and will not identify challenges that need to be addressed without working with the appropriate people toward the solution. I Thank the City Staff, Mayor, Past Mayor and City Council for the support you have shown us so far, but we still have a long way to go (as is made very clear by this attached writing). I again recommend that everyone read Elizabeth’s writing and work with us to create a better Benicia for All Citizens.
