The U.S. oil and gas boom is having global atmospheric consequences, scientists suggest

Scientists say they have made a startling discovery about the link between domestic oil and gas development and the world’s levels of atmospheric ethane — a carbon compound that can both damage air quality and contribute to climate change. A new study in the journal Geophysical Research Letters has revealed that the Bakken Shale formation, a region of intensely increasing recent oil production centered in North Dakota and Montana, accounts for about 2 percent of the entire world’s ethane output — and, in fact, may be partly responsible for reversing a decades-long decline in global ethane emissions.

The findings are important for several reasons. First, ethane output can play a big role in local air quality — when it is released into the atmosphere, it interacts with hydrogen and carbon and can cause ozone to form close to the Earth, where it is considered a pollutant that can irritate or damage the lungs.

Ethane is also technically a greenhouse gas, although its lifetime is so short that it is not considered a primary threat to the climate. That said, its presence can help extend the lifespan of methane — a more potent greenhouse gas — in the atmosphere. This, coupled with ethane’s role in the formation of ozone, makes it a significant environmental concern.

From 1987 until about 2009, scientists observed a decreasing trend in global ethane emissions, from 14.3 million metric tons per year to 11.3 million metric tons. But starting in 2009 or 2010, ethane emissions starting rising again — and scientists began to suspect that an increase in shale oil and gas production in the United States was at least partly to blame. The new study’s findings suggest that this may be the case.

The study took place during May 2014. A National Oceanic and Atmospheric Administration (NOAA) aircraft flew over the Bakken Shale and collected data on airborne ethane and methane, as well as ozone, carbon dioxide and other gases.

“We were interested in understanding the atmospheric impacts of some of these oil and gas fields in the U.S. — particularly oil and gas fields that had a lot of expansion of activities in the last decade,” said Eric Kort, the study’s lead author and an atmospheric science professor at the University of Michigan.

The findings were jarring.

“We found that in order to produce the signals we saw on the plane, it would require emissions in the Bakken to be very large for ethane … equivalent to 2 percent of global emissions, which is a very big number for one small region in the U.S.,” Kort said.

Notably, he said, the team’s observations in the Bakken Shale helped shed some light on the mysterious uptick in global ethane emissions observed over the past few years.

“The Bakken on its own cannot explain the complete turn, but it plays a really large role in the change in the global growth rate,” Kort said.

On a regional level, the researchers pointed out that a deeper investigation into the Bakken emissions impact on ozone formation may be warranted — not only for the purpose of analyzing local air quality but also because current models of the atmosphere have not included the jump in ethane output.

Because the researchers were also measuring other gases during the flyovers — including ozone, carbon dioxide and methane — they were able to make another major discovery. They found that the ratio of ethane to methane produced by the Bakken was much higher than what has been observed in many other shale oil and gas fields in the United States — an observation that could have big implications for future methane assessments, which are important for climate scientists.

In many oil and gas fields, methane is often the primary natural gas present — sometimes accounting for up to 90 percent or more of the gas that is released during extraction. Ethane often tends to be present in smaller proportions. In the Bakken, however, the researchers found that ethane accounted for nearly 50 percent of all the natural gas composition, while methane was closer to 20 percent.

This is important because researchers sometimes use trends in global ethane emissions to make assumptions about the amount of methane that’s being released by fossil fuel-related activities. While it’s possible to measure the total methane concentration in the atmosphere, it’s difficult to say exactly where that methane came from, because there are so many possibilities: thawing permafrost in the Arctic, emissions from landfills and agriculture are just a few examples. But because ethane is primarily emitted as a byproduct of fossil fuel development — and because methane and ethane tend to be emitted together in those cases — researchers sometimes use trends in global ethane emissions to make assumptions about how much of the Earth’s methane output can be attributed to oil and gas development.

When global ethane emissions were declining, for instance, many researchers assumed that overall losses of natural gas during fossil fuel extraction were declining, Kort noted. And when ethane emissions began rising again, it was logical to assume that methane emissions — from oil and gas development, specifically — were also likely on the rise. But as the Bakken study points out, this is not necessarily the case. The new study suggests that the Bakken formation has accounted for much of the global increase in ethane emissions while emitting comparatively low levels of methane simultaneously. And the researchers believe that there are other locations in the United States — the Eagle Ford shale in Texas, for example — where conditions are similar.

“They’ve basically shown here that a single shale can account for most of the ethane increase that you’ve seen in the past year,” said Christian Frankenberg, an environmental science and engineering professor at the California Institute of Technology and a researcher at NASA’s Jet Propulsion Laboratory. (Frankenberg was not involved with this study, although he has collaborated with Kort in the past.)

“This is not to say that there’s no enhanced methane in these areas,” he added. But he pointed out that making an incorrect assumption about the ratio of methane escaping compared to ethane “might easily overestimate the methane increases in these areas.”

And making incorrect assumptions about the methane that’s entering the atmosphere alongside ethane can skew climate scientists’ understanding of where the Earth’s methane emissions are coming from and which sources are the biggest priorities when it comes to managing greenhouse gas emissions.

Thus, while the new study contains striking findings about ethane emissions, it perhaps only deepens the already large and contentious mystery over just how much the U.S. oil and gas boom is contributing to emissions of methane, which is widely regarded to be the second most important greenhouse gas after carbon dioxide.

More broadly, the paper also highlights the immense impact that fossil fuel development in the United States can have on the atmosphere — and how important it is from both an air quality and a climate perspective to closely monitor these activities. As the paper points out, domestic production is already being felt on a global level.

“Ethane globally had been declining from the 80s until about 2009, 2010 … and nobody was really sure why it was increasing in the atmosphere again,” Kort said. “Our measurements showed this one region could explain much of the change in global ethane levels and kind of illustrate the roles these shale plains could play.”

It’s hard to believe Andy Cummings, spokesperson for Canadian Pacific Railway, when he says CP Rail feels it is “absolutely” safe to resume the transportation of oil in the wake of the three derailments last week in Wisconsin.

The first derailed (BNSF) train hurled 32 cars off the tracks outside of Alma, Wis., pouring more than 18,000 gallons of ethanol into the Mississippi River upstream of Winona. The Environmental Protection Agency (EPA) report notes that ethanol (denatured alcohol) is flammable and toxic to aquatic organisms and human life — and it’s water soluble. Though the EPA and Wisconsin DNR admitted they could not remove the toxic product from the water; site coordinator Andy Maguire claims that since they cannot detect concentrated areas of ethanol, it is not negatively impacting the surrounding aquatic life. This was the third derailment on the Upper Mississippi River Wildlife Refuge in the last nine months, according to the community advocacy group Citizens Acting for Rail Safety (CARS).

The next day, 13 DOT-111 tankers with upgraded safety features derailed in Watertown, Wis., spilling crude oil and forcing residents to evacuate from properties along the CP tracks. Four days later, another train derailed a mere 400 feet from that spill site.

How can we possibly feel safe with ever-greater amounts of toxic products hurtling down inadequately maintained infrastructure every single day? A report released last week by the Waterkeeper Alliance found that “[s]ince 2008, oil train traffic has increased over 5,000 percent along rail routes … There has also been a surge in the number of oil train derailments, spills, fires, and explosions. More oil was spilled from trains in 2013 than in the previous 40 years combined.”

Emergency management has become routine rather than remedial. Teams show up, “contain” the spills, replace some track, and the trains roll on. With forecasts that Canadian oil production will expand by 60,000 barrels per day this year, and an additional 90,000 barrels per day in 2016, toxic rail traffic shows no signs of decreasing.

Energy giant Enbridge has taken this as its cue to size up northern Minnesota and plot pipeline (through Ojibwe tribal lands and the largest wild rice bed in the world) between the North Dakota Bakken oil fields and refineries in Wisconsin and Illinois. Its momentum depends on us puzzling over the false dichotomy of choosing to move oil by pipeline or by rail. At the June 3 Public Utilities Commission hearing, it admitted the proposed Sandpiper/Line 3 pipeline corridor will not alleviate railway congestion but rather potentially reduce “future traffic.” It uses this assumption of unregulated growth to make people today think they have no choice but to sell out the generations of tomorrow.

Proponents of the line want us to choose our poison: will it be more explosive trains or more explosive trains and leaky pipelines? What if an oil tanker derailed on Huff Street in the middle of rush-hour traffic and we became the next Lac-Mégantic (where an oil train exploded downtown killing 47 people)? What if a hard-to-access pipeline spewed fracked crude oil into the headwaters of the Mississippi River?

The real harm is in the delusion that we should accept and live with these risks. It is delusional that despite repeated derailments and toxic spills, business should continue as usual. It is delusional to think the oil and rail industry have our communities’ best interests at heart.

We have the vision, the intelligence, and the technology to choose a way forward that does not compromise our resources for the generations to come. As Winona Laduke says, “I want an elegant transition. I want to walk out of my tepee, an elegant indigenous design, into a Tesla, into an electric car, an elegant western design.” Fossil fuels are history. We need to keep them in the ground and pursue sustainable energy alternatives or risk destroying the water and habitat on which all our lives depend.

New Investigative Report Documents Threat from Oil Trains on Nation’s Neglected Rail Infrastructure

With a 5,000% increase in oil train traffic, Waterkeepers across the U.S. identify significant areas of concern with 114 railway bridges along known and potential routes of explosive oil trains

Waterkeeper Alliance, ForestEthics, Riverkeeper and a national network of Waterkeeper organizations released a new investigative report today called DEADLY CROSSING: Neglected Bridges & Exploding Oil Trains exploring the condition of our nation’s rail infrastructure and how it is being stressed by oil train traffic. From July to September 2015, Waterkeepers from across the country documented potential deficiencies of 250 railway bridges in 15 states along known and potential routes of explosive oil trains, capturing the state of this often neglected infrastructure in their communities.

The Waterkeepers identified areas of serious concern on 114 bridges, nearly half of those observed. Photos and video footage of the bridges inspected show signs of significant stress and decay, such as rotted, cracked, or crumbling foundations, and loose or broken beams. Waterkeepers were also present when crude oil trains passed and observed flexing, slumping and vibrations that crumbled concrete.

“Waterkeepers boarded their patrol boats to uncover what is happening to the structural integrity of our nation’s railway bridges, a responsibility our federal government has shirked,” said Marc Yaggi, executive director of Waterkeeper Alliance. “People deserve to know the state of this infrastructure and the risks oil trains pose as they rumble through our communities.”

This effort was initiated out of concern for the threat posed by the 5,000 percent increase in oil train traffic since 2008. Oil train traffic increases both the strain in rail infrastructure, as well as the likelihood of a rail bridge defect leading to an oil train derailment, spill, explosion and fire.

“Half the bridges we looked at have potentially serious safety problems,” says Matt Krogh, ForestEthics extreme oil campaign director. “There are 100,000 rail bridges in the U.S. – any one of them could be the next deadly crossing. Oil trains are rolling over crumbling bridges and we can’t wait for the next derailment, spill, and explosion to act.”

A review of rail bridge safety standards revealed that the federal government cedes authority and oversight of inspections and repairs to railway bridge owners. Overly broad federal law, lax regulations, and dangerously inadequate inspections and oversight compound the threat from oil trains. The 2008 federal law and subsequent Department of Transportation standards regulating rail bridge safety leaves responsibility for determining load limits, safety inspections, and maintenance with rail bridge owners.

“Do truckers get to inspect their own trucks? Do you get to inspect your own car? Of course not. So it’s insane, and completely unacceptable, that the rail industry gets to inspect its own infrastructure while moving cargo that is of such enormous risk to American citizens and the environment,” said Riverkeeper Boat Captain John Lipscomb.

Oil trains directly threaten the life and safety of 25 million Americans living inside the 1 mile evacuation blast zone in the case of an oil train fire, and the drinking water supplies for tens of millions more, says the report. The groups are calling for the federal government and rail industry to immediately inspect all rail bridges, share safety information with emergency responders and the public, and stop oil train traffic on any bridge with known safety problems.
