Vacaville waking up to COVID threat – Council votes mask mandate for City buildings and events

Vacaville Council requires masks for Vacaville city buildings, some outdoors activities

VACAVILLE — City Council members voted Tuesday to require face masks indoors at city buildings and during certain activities as the delta variant continues its surge.

Council members debated the proposed directive of the use of face coverings inside all city facilities and while participating in outdoor programs and events conducted by the city when social distancing is not possible.

“I think people have the right to make the decision that is best for their family, whether to put something in your body or wear masks,” Councilman Roy Stockton said. “This to me feels like tyranny.”

“This is not about tyranny,” Councilman Michael Silva said. “This is about how to keep staff safe and showing that we genuinely are concerned for keeping staff safe.”

The city government has experienced firsthand the spread of the Covid-19 virus.

A total of 29 city employees tested positive for Covid-19 in August and numerous others were forced to miss work for testing and quarantine due to workplace exposures, the city reports. Several of the positive cases were in vaccinated employees.

Solano County Public Health reported 773 active Covid-19 cases in the county as of Wednesday with 92 people hospitalized and the availability of staffed ICU beds at 23%.

“Part of this is looking at this as a business,” Vice Mayor Nolan Sullivan said. “We have an outbreak in the city and it is affecting how business is working. I am for anything that helps keep things moving.”

The Centers for Disease Control and Prevention recommended July 27 that face coverings be worn in public indoor settings, regardless of vaccination status, in areas of substantial or high Covid-19 transmission. The California Department of Public Health has recommended that fully vaccinated people wear face coverings in indoor public settings statewide.

Vacaville has the lowest vaccinate among its residents 12 and older – 68.3% – among the seven Solano County cities.

The number of reported cases is going down from the surge seen in August. But numbers are still high with some 11,399 cases in Vacaville. The number of deaths is 280 with 16 recently added during the current surge.

The CDC has released data that indicates people who are unvaccinated who contract Covid-19 are 11 times more likely to die than are those who are vaccinated.

The face-covering mandate will be effective until repealed by either the city manager or the City Council.

Solano County reverses position: staff and visitors will have to mask up in Vallejo libraries

In 4-1 decision, Solano County Board of Supervisors recognize primacy of Vallejo indoors mask mandate

Just yesterday, I highlighted Times-Herald reporter Richard Freedman’s story, “Vallejo libraries immune from mask mandates.”

The news then was that Solano County’s lack of strong leadership on masking indoors would prevail over Vallejo’s mandate because the libraries in Vallejo are run by the County.

I invited everyone in Vallejo to come to Benicia libraries, which are not run by Solano County.

But later yesterday morning, our Solano County Board of Supervisors voted 4-1 to respect local mandates in facilities run by the County.  (The Board would not recognize the importance of masking indoors in the rest of the county – they failed to even bring that issue to a vote.)  But as of today, if you visit or work in any of Vallejo’s Solano offices, including the Superior Court building and the libraries, you are obligated to follow Vallejo’s mask mandate.

Residents can feel a bit better about entering County buildings in Vallejo now, but you may want to stay away from County facilities in Fairfield and Vacaville.  And I want you to know that you’re STILL welcome here in Benicia, where ALL public indoors facilities require masks for workers and visitors alike.

Countywide Mask Mandate? Solano Board of Supervisors to discuss on Sept 14

Benicia was the first Solano city to take action despite the County’s lack of strong guidance on masks.  Benicia was joined by Vallejo on August 31.  In the Bay Area, Solano County REMAINS the only holdout against even RECOMMENDING masks in public indoors spaces. 

BUT WAIT…  The Solano County Board of Supervisors has agendized a consideration of a MASK MANDATE on Tuesday, September 14.  Good news??  Maybe not!  The description of the agenda item uses mandate language as follows: “Consider and provide direction regarding a Board Member request for the establishment of mandatory indoor face mask order for Solano County.”  BUT… County staff has offered a DRAFT resolution that merely “encourages” and “recommends” and doesn’t even use the words “mask” or “face covering” in the body of the resolution.  Your comments might be important before or during the Board’s Tuesday September 14 meeting.  For instructions on how to participate, see the Sept 14 Agenda.

I have read the interview with Dr. Matyas in the Vallejo Times-Herald. He has not presented evidence-based studies to back up his stance on not masking in indoor public places.

Solano County has the highest rate of COVID of all Bay Area counties. All other counties have mandated indoor masking. Some counties have seen their rate of COVID decrease.

Evidence-based medicine is the standard for decision-making. A lengthy evidence review of face mask use during COVID-19 in the proceedings of the United States National Academy of Science on Jan. 26 concludes: “Near universal adoption of non-medical masks when out in public in combination with complementary public health measures could reduce the spread of COVID-19.”

I agree that we can not control COVID-19, but only mitigate it, We have learned to accept multiple mandates that only mitigate against death or significant injury: Seat belts, helmets for motorcycles and bicycles in children, and many more.

Masks have been documented by history to mitigate pandemics, like the 1910 Manchurian Plague.

The Solano County Department of Health is responsible to protect our citizens. People often ask for second opinions for grave illnesses. I ask that the Solano County Board of Supervisors asks for a second opinion on a mask mandate from the infectious disease heads of Kaiser and Sutter in Solano County and also consultation with either UC Davis or UC San Francisco.
