MOSIER, Ore. — Officials now say a track failure was likely the cause of the oil train derailment and explosion in the Columbia River Gorge Friday.

A failure of the fastener between the railroad tie and the line was likely the problem, but more investigation will be required before railroad officials know for sure, Raquel Espinoza with Union Pacific said Sunday.

Union Pacific inspects the tracks that run through Mosier twice a week, and the most recent inspection took place on May 31, Espinoza said. Union Pacific had completed a more detailed and technical inspection of this section of track at the end of April and found no problems.

The railroad is focused on removing the crude oil from the damaged cars as safely and quickly as possible, Espinoza said. Its priority is to bring people home safe to Mosier, where 16 of 96 tank cars train derailed Friday and started a fire in four of the cars.

“We’re doing everything we can to get you back home, but we’re not going to risk your safety,” Espinoza said at a news conference. When asked if she knew how much the cleanup was going to cost the company, Espinoza said, “I don’t know and it doesn’t matter.”

“Our priority here is bringing people home. Nothing else matters,” she added. Repairs to a water treatment system, which runs under the tracks, would need to be completed before people could return to their homes, the railroad said.

About a hundred people – a quarter of the town’s population – have been evacuated from their homes since Friday in an area about a quarter mile around the train.

Mosier’s mayor and fire chief said Sunday the derailment and fire in their town could have been a lot worse.

Fire Chief Jim Appleton says the usual amount of wind in Mosier – about 25 mph – could have turned this incident into a major disaster, destroying the town and sending flames across state lines.

“My attention was focused on the incident that didn’t happen,” Appleton said. “It probably would have burned its way close to Omaha, Nebraska. That’s how big it would have been.”

Mayor Arlene Burns said the people of Mosier were “incredibly lucky.”

“I count myself lucky that we dodged a bullet,” Burns said, after noting that her own child was at school within a few blocks of the derailment. “We hope that this is a wake-up call.”

The fire and derailment damaged essential city services in the small Oregon town, authorities said Sunday.

The Mosier waste water treatment plant and sewer system were not operational Sunday. Residents were told not to flush their toilets and advised to boil any water before they drank it or cooked with it. Mosier exhausted its water reserves fighting the fire and cooling the trains. Burns said the aquifers were completely depleted.

Officials have been conducting continuous water and air monitoring since plumes of black smoke filled the sky near the scenic Columbia River Gorge.

“Today’s priority is focused on safely restoring essential services to the community of Mosier as soon as possible,” incident spokeswoman Judy Smith of the U.S. Environmental Protection Agency said in a statement.

Authorities were working to clean up an oil sheen in the Columbia River near the scene of the derailment, while the oil inside the remaining tank cars was being moved to trucks.

No injuries have been reported. But Oregon health officials are asking people with questions or concerns to call a hotline to talk to a health expert at 888-623-3120.

Including Friday’s incident, at least 26 oil trains have been involved in major fires or derailments during the past decade in the U.S. and Canada, according to an Associated Press analysis of accident records from the two countries. The worst was a 2013 derailment that killed 47 people in Lac-Megantic, Quebec. Damage from that accident has been estimated at $1.2 billion or higher.

Evacuated residents needing assistance should contact the Union Pacific Claim Center located across from the Mosier Market or call the claim center at 877-877-2567, option 6.

A health hotline has been set up at 888-623-3120. A boil water order remains in effect for the Mosier community.

Military to check for water contamination at 664 sites

PROVIDENCE, R.I. (AP) — The military plans to examine hundreds of sites nationwide to determine whether chemicals from foam used to fight fires have contaminated groundwater and spread to drinking water, the Defense Department said.

The checks are planned for 664 sites where the military has conducted fire or crash training, military officials told The Associated Press this week.

Since December, tests have been carried out at 28 naval sites in mostly coastal areas. Drinking water at a landing field in Virginia and the groundwater at another site in New Jersey have been found to contain levels above the guidance given by the federal Environmental Protection Agency, the Navy said. Results of the other tests have either come up under federally acceptable levels or are pending.

The Navy is giving bottled water to its personnel at the Naval Auxiliary Landing Field Fentress in Chesapeake, Virginia, and is testing wells in a nearby rural area after the discovery of perfluorinated chemicals in drinking water, which the federal Agency for Toxic Substances and Disease Registry says may be associated with prostate, kidney and testicular cancer, along with other health issues.

The Navy found perfluorinated chemicals in the groundwater monitoring wells at Naval Weapons Station Earle in Colts Neck, New Jersey, but not in the drinking water supply. Test results from off-base drinking water wells are expected this month.

And several congressmen are raising concerns about the safety of drinking water near two former Navy bases in suburban Philadelphia. The lawmakers say firefighting foams might be the source of chemicals found in nearly 100 public and private wells near the Naval Air Station Joint Reserve Base Willow Grove and the Naval Air Warfare Center in Warminster.

The foam is used where potentially catastrophic fuel fires can occur, such as in a plane crash, because it can rapidly extinguish them. It contains perfluorooctane sulfonate and perfluorooctanoic acid, or PFOS and PFOA, both considered emerging contaminants by the U.S. Environmental Protection Agency.

The Defense Department said that until foam without perfluorinated chemicals can be certified for military use, it is removing stocks of it in some places and also trying to prevent any uncontrolled releases during training exercises.

The military is beginning to assess the risk to groundwater at the training sites not only to determine the extent of contamination, but also to identify any action the Defense Department needs to take, said Lt. Col. Eric D. Badger, a department spokesman.

California has the most sites, with 85, followed by Texas, with 57, Florida, with 38, and Alaska and South Carolina, each with 26, according to a list provided to the AP. Each state has at least one site.

Knowledge about the chemicals’ effects has been evolving, and the EPA does not regulate them. The agency in 2009 issued guidance on the level at which they are considered harmful to health, but it was only an advisory — not a standard that could be legally enforced.

The EPA said then that it was assessing the potential risk from short-term exposure through drinking water. It later began studying the health effects from a lifetime of exposure. Those studies remain in progress.

The Navy started handing out bottled water in January to about 50 people at the contaminated Virginia site, and it worked with the city to set up a water station for concerned property owners after it found perfluorinated chemicals in on-base drinking water wells above the concentrations in the EPA advisory.

The Navy is testing private wells of nearby property owners; those results are due next week.

Chris Evans, of the Virginia Department of Environmental Quality, credited the Navy with being proactive but said he’s concerned anytime there’s a potential threat to human health and the environment.

Some states have established their own drinking water and groundwater guidelines for the maximum allowable concentrations of the chemicals; Virginia uses the EPA’s.

“We’ll follow EPA’s lead as this develops,” Evans said.

There’s a lot of evolving science around perfluorinated chemicals, said Lawrence Hajna, a spokesman for the New Jersey Department of Environmental Protection.

“The more that we hear, the more that we realize that this is a very important health concern,” he said.

A looming disaster – Crude oil running on Butte County’s railways poses a threat to local, state watersheds

Scientists have found unprecedented levels of fish deformities in Canada’s Chaudière River following the Lac-Mégantic Bakken crude oil spill in 2013. This catastrophic train derailment, which killed 47 people and ravaged parts of the small town in Quebec, underscores the danger of spilled toxic crude oil getting into our waterways and affecting living organisms.

I find the Canadian government’s report very distressing—even for Butte County. That’s because, just last week, I observed a train of 97 railcars loaded with crude oil traveling through the Feather River Canyon and downtown Oroville.

The California Public Utilities Commission has designated this rail route as high risk because of its sharp curves and steep grade; it travels next to the Feather River, which feeds into Lake Oroville, an integral part of California’s domestic water supply.

If you think that railway shipping is safe, think back to 2014. That’s the year 14 railcars derailed, falling down into the canyon and spilling their loads of grain into the Feather River. The last thing we need, especially in a time of drought, is crude oil poisoning the water of our second-largest reservoir.

In 2010, it took over $1 billion to clean up the Kalamazoo River crude oil spill. But you can never really clean up a crude oil spill in pristine freshwater, as the deformed fish from the Chaudière River reveal.

Keeping crude-oil-carrying railcars on the state’s tracks is simply not worth it. Less than 1 percent of California’s imported oil is transported by railway. Californians receive little benefit, but bear the risks to their communities and watersheds from this practice.

Since Lac-Mégantic, there have been nine more crude oil derailments, explosions and spills into waterways. We need to learn a lesson from those catastrophes. We must convey to our politicians—local, state and federal—our priority of protecting our communities, fisheries and waterways. Let’s not let what happened in Quebec happen in Butte County.

Hundreds of open pits containing toxic waste produced by oil and gas drilling are threatening groundwater in California, and regulators have failed to protect drinking and irrigation water supplies from the danger, an environmental watchdog group concludes in a report set to be released Monday.

Oil industry leaders deny that the pits, which are primarily in the Central Valley, have contaminated any groundwater. But the report by Clean Water Action argues that oversight of the waste is so flimsy that the state should immediately prohibit disposal of wastewater in the evaporation pits.

“The oil and gas industry continues to dump toxic wastewater into open waste pits, and that’s threatening, and potentially polluting, groundwater,” said the report’s author, Andrew Grinberg, the special projects coordinator for Clean Water Action, an Oakland nonprofit.

‘Highest standards’

“It’s appalling that the wealthiest industry in the history of civilization can’t deal with its wastewater in a more responsible way,” he said. “State regulators should prohibit this disposal method.”

The report says there are 790 active pits in California and that 60 percent of them have out-of-date permits or no permit at all. Monitoring of the pits, which allow toxic substances in the water to percolate into the ground, is inadequate, and regulations are ineffective, according to the report.

Catherine Reheis-Boyd, president of the Western States Petroleum Association, said the report’s findings were “simply false.”

She said water disposal practices are monitored and tested by multiple state and local agencies, including the State Department of Conservation, the State Water Resources Control Board and local water quality boards.

“California’s energy producers operate under the nation’s most rigorous laws and regulations, which ensure transparency, accountability and the highest standards,” Reheis-Boyd said. “We outright reject these allegations and rely upon scientific data and our safety record to demonstrate the safe manner in which we operate every day.”

Disposal of oil and gas drilling wastewater is a big issue in the Sacramento and San Joaquin valleys, where most of California’s petroleum production takes place. Kern County is the top oil-producing area in the state, but disposal of waste is also a concern in parts of Los Angeles and Santa Barbara counties, which have been major oil producers since the early 1900s, when the demand for gasoline began growing.

Oil drillers suck up 15 barrels of water for every barrel of oil they reap. If the water is clean enough, it can be treated and used for irrigation, but most of it contains salt, boron, petroleum and other toxic substances that can poison groundwater and kill birds.

The recommended way to get rid of it is to inject it into the ground, preferably into the oil-bearing formation or deep enough so that it won’t seep into an aquifer. For many years, though, standard practice was to dump the water into a pit so that it would evaporate or percolate into the ground. Grinberg said many permits were issued for the pits in the 1950s and 1960s.

No toxic substances found

The report highlighted contamination near disposal facilities known as Racetrack Hills and Fee 34 east of Bakersfield, with a plume of wastewater spreading into an aquifer that supplies irrigation wells and flows into a tributary of the Kern River, a source of drinking water. However, toxic substances have not been detected in drinking water or in wells.

Air monitoring around a western Kern County pond known as the McKittrick Pit detected elevated levels of methane and the compounds benzene and hexanone, according to the report.

“Every year since 1990 it was monitored and inspectors saw it was in violation, but there was no enforcement action,” Grinberg said of McKittrick, adding that the California Air Resources Board is developing plans to monitor air emissions around open pits.

Clay Rodgers, assistant executive officer of the Central Valley Regional Water Quality Control Board in Fresno, said operators of both the Racetrack and McKittrick pits have been ordered to expand their monitoring.

“We’re looking at it closely to evaluate whether that series of pits is appropriate,” Rodgers said, explaining that evaporation ponds have gone out of favor in the past two decades. “A lot of these pits have closed down, and now most of the water is disposed of through underground injection.”

In a 2014 report, Clean Water Action presented evidence that the pit technique threatened groundwater and air quality. The state and regional water quality control boards have since stepped up research and enforcement, which the new report noted.

California lawmakers have passed legislation in recent years compelling operators to monitor their wastewater pits and report their findings to the state. Open-pit disposal was also prohibited in hydraulic fracturing operations, known as fracking.

Inaction charged

Grinberg said that while progress has been made, the regional water quality boards are still allowing discharges that threaten groundwater. The Central Valley board has failed to close facilities with open pits or punish companies with no permits, he said.

The report being released Monday also says no studies have been done on 2,074 inactive pits dating back to 1990 that the state has in its inventory, and that the records on these pits are incomplete. Over the past year, Grinberg said, 50 previously undocumented pits have been identified.

“The more they look, the more they are finding,” he said. “This is one negative aspect of oil production. Putting groundwater at additional risk is potentially catastrophic. These polluting activities we don’t believe are worth it, especially during a drought.”
