They’re rewriting history. Or rather re-rewriting history. It’s a re-do of the blatant backsliding after the multi-racial reforms that followed our Civil War.  This is NOT just a Southern problem. The South is OUR South, and historic racism in the US is OUR legacy, OURS to reform once again. It’s rough out there. The onslaught of political bad news, senseless violence, misogyny, and racism is enough to make even the most seasoned organizers want to throw up their hands. These are the exact times– when we’re tired and feeling hopeless– that we can get curious and be intentional about how we sustain ourselves in this work.

We’ll explore these topics and more next Wednesday, May 20 at 8 pm ET (5 pm PT) at a SURJ mass call, “White people’s work to not give up: a conversation on strategy and staying for the long haul.” We’ll be joined in this virtual event by Ash-Lee Woodard Henderson, former Director of the Highlander Center in Tennessee and movement strategist, and Scot Nakagawa, the Director of the 22nd Century Initiative and leading political thinker, who have been movement leaders for decades and bring hard-won lessons about how we stay in it.

On the other side of guilt, shame or feeling like we need to make martyrs of ourselves is a joyful, steady commitment. We’re working to get there together.

Confronting Benicia PD’s Bias: Black Community Stopped Almost 6x More Often than White

Benicia Police Department officers were 5.7 times more likely to stop Black people than white people based on stops per 10,000 residents. Officers stopped people 4,283 times in 2023.

Passed in 2015, the Racial and Identity Profiling Act (RIPA) required California police agencies to submit detailed data on every stop their officers made to the California Department of Justice. The law was intended to end identity-based profiling. It also created the RIPA board, which releases an annual report analyzing the data law enforcement agencies submit.
RIPA requires law enforcement officers to document information on every person they stop, including the individual’s race, gender and other identity attributes. Because the data is based on officers’ perceptions, this demographic data may not reflect how a person actually identifies. The data includes all stops officers make, such as traffic stops (the majority) and pedestrian stops.
The Benicia Police Department has reported this detailed data to the state since 2022. The data below reveals significant disparities in stop rates and, crucially, in whether the stops lead to an enforcement action like an arrest. These differences have fueled a growing debate over whether to end a police practice known as pretextual stops, in which officers use relatively minor infractions — often traffic violations — to probe for guns, drugs and other larger crimes.
Racial disparities in traffic stops are likely the result of many factors, including differences across groups in driving frequency and behavior, the level of police presence in that group’s community, and racial profiling. The degree to which racial profiling causes disparities in stops is disputed, though most research suggests bias plays some role. In a 2019 Pew Research Center survey, 44% of Black adults said they believed they had been unfairly stopped by police because of their race.

Our Voices – Use Them Wisely

I talk with a lot of people – men, women, People of Color, white people, community leaders, young and older – and I want to point out something that deeply concerns me. 

Four of my friends, who happen to be Black and who live and/or work in Benicia, have shared some hurtful experiences directed at them by other Benicia residents.  I offered to write an article about their experiences, even anonymously, so Benicia can learn to recognize and challenge acts of racism, yet my friends prefer to keep quiet about it, rather than expose the situations.  Each of them is an educated and professional individual of a mature age.  What they experienced was clearly unjust and downright racist.  And yet, they don’t want to share their story because they are afraid the perpetrator of the comment or act may see themselves in my article and may be upset and/or because they are concerned about the ramification if they complain.    

Let me give you two very real examples: one of these friends eventually moved their business from First Street to Vallejo because of the ongoing hostility of the customers and neighboring businesses; another was directly asked how they feel about being promoted  because of the color of their skin rather than their experience. 

Clearly these incidents are not just well meaning but ignorant comments or even microaggressions.  This is blatant racism, and my friends have every right to express that.

In comparison, look at the comments on Next Door or Benicia Happenings.  I see people complaining about the littlest things all the time.  Someone is upset about a neighbor’s guest using the parking space in front of their house.  Another is angry because their trash was picked up late and the can was knocked over when it was finally emptied.  And my personal favorite – someone complained that it’s disrespectful for a dog walker to put a baggie of droppings into their trash can.  Would they rather the dog walker disrespectfully left the droppings on their lawn?  Really, people?! 

Yes, these things are annoying, but let’s keep it in perspective.  And when I look at the photos of the people complaining, they don’t appear to be of color. Why is it that white people feel they can gripe about relatively insignificant and not personally intended slights when People of Color don’t always feel safe exposing something very deeply and morally wrong?   

Ever since the Civil Rights Movement of the 1960s, the Black community on the whole has been admirably vocal and active about individual and collective experiences with racism.  Their response to the obvious inequities in this country helped make some very hard-earned and very slow progress towards equity.  But we’re not there yet, and it came at a very high cost.  Many people lost their freedom, their health, their sanctity, and even their lives. Here we are sixty years later, and there are still injustices and inequalities, and yet, not all people feel safe speaking up.  I get it.  Who wants to be hated, harassed and alienated, particularly from within a small community?   I wouldn’t like it, would you?  But just because my friends don’t complain doesn’t make their experiences acceptable.  

Here’s what I would love to see happen.  First of all,  for those of you who use public forums to air your frustrations, please think about your need to complain.  Is it really something important that needs to be addressed, or is it something that can be easily resolved or quietly let go?  

Secondly, everyone should feel safe and supported speaking up when they have been directly or even inadvertently targeted by an individual or community.  A caring and inclusive community supports all of its residents and should help to right injustices.  Finally, racism is ugly and unjust.  It’s a blight on humanity, and it needs to stop.  We are all humans. Let’s treat each other with respect.

As a person who spent all of their elementary and secondary education in Benicia schools, I can vouch for the consistent underlying tones of racism that run through the school system and much of the student body.  I witnessed it regularly.  Sometimes I was a part of it – not to be deliberately demeaning, but because I wasn’t aware.  

There were passing comments among the students that denigrated students of color, and of course, racially biased jokes.  There was self segregation of the various races during lunch and breaks, which I believe is because kids do not feel welcomed or comfortable with students who are unlike themselves.  There were incidences of students using racial slurs towards other students to deliberately insult them, particularly when tempers flared.   

To my shame and embarrassment, I can recall repeating a racially insulting joke about police shootings when I was in the fourth grade. I had heard the joke from older friends, one of whom was an adult and staff member at an afterschool center I attended. They were all laughing at the punchline, so I thought it was cool. I shared this “joke” with my friends at school, a few of whom were Black.  To their credit, my Black friends called me on it. They complained to the administration. I was called into the principal’s office to be reprimanded, rightfully so. Rather than have a proper discussion about the reality of racism in America and the interpersonal and societal impacts of racist jokes, racial bias, and exploiting Black trauma, I was merely told that my joke was offensive and racist. There was no in-depth analysis of what “racist” truly means. I was made to reflect on my racist comment and write a letter of apology to my peers. However, how can one reflect without proper guidance at such a young age? How can one genuinely apologize for what they do not fully understand? Sadly and understandably, the friends who reported me chose to no longer remain friends with me.  Their actions said way more than the principal (who evidently is now a prominent figure in the district and a roadblock to anti-racist initiatives) had, and losing their friendship was the bigger part of this life lesson for me. I could see their pain and disgust but I did not understand the roots of it, which was a failure on the part of Benicia schools. 

Racism is prevalent systemically as well. For example, in my thirteen years in the District I can only recall three Black teachers and one Black administrator.  As an aside, the Black high school administrator was the friendliest and most positive vice principal I have yet to encounter, yet he was dismissed mid-year and replaced by a more conservative and traditional white woman who was not able to make the connections with the students that her predecessor forged.  Discipline, when involving white students and students of Color, typically favored the white students. And if highly charged and insulting racial slurs were the provocation of an escalated situation, the impact of those remarks were not validated or treated as very significant when directed at a student of Color.

One of my biggest concerns about the perpetuation of racism in the schools is the curriculum.  Most of the history and literary texts used in Benicia schools are very white-centric. They approach history primarily from the experiences and perspective of the white settlers and their progeny, while largely ignoring the violence, betrayal and subjugation that whites frequently committed upon others from that point forward. History curriculum is rarely, if ever, presented from the perspective of Black, Asian, Indigenous, or Latin people, nor the many other populations and cultures that make up this country.  We did discuss slavery and civil rights but only minimally and, for the most part, only during Black history month.  The literature introduced in school was nearly always written by whites, and most commonly about whites, rather than reading books from the wealth of important and excellent literature written by marginalized voices. I can only imagine how minimized students of Color feel when their history and culture is largely ignored by the very school from which they are getting their basic education.  

As I got older, I became more aware of prevailing racism, both at school and in the community.  Around age 15, I was walking around First Street with two Black male friends. It was a weekend evening around 9pm, and we were laughing at something funny one of us said. As we passed by Sailor Jacks, a middle-aged white woman exited the restaurant, and came towards us, clearly angry at something.  She was obviously inebriated and immediately directed her anger at my friends for laughing too loudly.  She did not address me, even though I was participating in the hilarity.  My friends were harassed and berated for disturbing a supposedly quiet night when her own behavior, in my opinion, was out of line.  She was loud, she was publicly intoxicated, and she was racially biased in her actions. Most importantly, we were doing nothing wrong, yet for some reason, this woman’s bias guided her self-proclaimed right to treat those she thought socially beneath her with inappropriate contempt.  

I have found that it is easy to be racist and not even know it.  People, those who are white in particular, develop bad patterns because they are not taught early enough to be more open, accepting, and equitable in their minds and actions. Social and interpersonal conditioning make bad behaviors even more difficult to unlearn.  Our experiences in elementary and secondary school have a huge impact on who we become as people. As I prepare to attend UCLA this fall to study sociology, I am making it my goal to generate change within this inherently racist country. With the right approach to learning, I know our schools can provide a more holistic, respectful, and equitable educational experience for all of our young people in the future. Schools are a vessel for change, insofar as what is taught in them reflects a desire to confront inequality, racism, sexism, patriarchy, and all other forms of bigotry or flawed ideology.
