Trump Administration Hardens Its Attack on Climate Science

WASHINGTON — President Trump has rolled back environmental regulations, pulled the United States out of the Paris climate accord, brushed aside dire predictions about the effects of climate change, and turned the term “global warming” into a punch line rather than a prognosis.

Now, after two years spent unraveling the policies of his predecessors, Mr. Trump and his political appointees are launching a new assault.

In the next few months, the White House will complete the rollback of the most significant federal effort to curb greenhouse-gas emissions, initiated during the Obama administration. It will expand its efforts to impose Mr. Trump’s hard-line views on other nations, building on his retreat from the Paris accord and his recent refusal to sign a communiqué to protect the rapidly melting Arctic region unless it was stripped of any references to climate change.

And, in what could be Mr. Trump’s most consequential action yet, his administration will seek to undermine the very science on which climate change policy rests.

Mr. Trump is less an ideologue than an armchair naysayer about climate change, according to people who know him. He came into office viewing agencies like the Environmental Protection Agency as bastions of what he calls the “deep state,” and his contempt for their past work on the issue is an animating factor in trying to force them to abandon key aspects of the methodology they use to try to understand the causes and consequences of a dangerously warming planet.

As a result, parts of the federal government will no longer fulfill what scientists say is one of the most urgent jobs of climate science studies: reporting on the future effects of a rapidly warming planet and presenting a picture of what the earth could look like by the end of the century if the global economy continues to emit heat-trapping carbon dioxide pollution from burning fossil fuels.

The attack on science is underway throughout the government. In the most recent example, the White House-appointed director of the United States Geological Survey, James Reilly, a former astronaut and petroleum geologist, has ordered that scientific assessments produced by that office use only computer-generated climate models that project the impact of climate change through 2040, rather than through the end of the century, as had been done previously.

Scientists say that would give a misleading picture because the biggest effects of current emissions will be felt after 2040. Models show that the planet will most likely warm at about the same rate through about 2050. From that point until the end of the century, however, the rate of warming differs significantly with an increase or decrease in carbon emissions.

The administration’s prime target has been the National Climate Assessment, produced by an interagency task force roughly every four years since 2000. Government scientists used computer-generated models in their most recent report to project that if fossil fuel emissions continue unchecked, the earth’s atmosphere could warm by as much as eight degrees Fahrenheit by the end of the century. That would lead to drastically higher sea levels, more devastating storms and droughts, crop failures, food losses and severe health consequences.

Work on the next report, which is expected to be released in 2021 or 2022, has already begun. But from now on, officials said, such worst-case scenario projections will not automatically be included in the National Climate Assessment or in some other scientific reports produced by the government.

“What we have here is a pretty blatant attempt to politicize the science — to push the science in a direction that’s consistent with their politics,” said Philip B. Duffy, the president of the Woods Hole Research Center, who served on a National Academy of Sciences panel that reviewed the government’s most recent National Climate Assessment. “It reminds me of the Soviet Union.”

In an email, James Hewitt, a spokesman for the Environmental Protection Agency, defended the proposed changes.

“The previous use of inaccurate modeling that focuses on worst-case emissions scenarios, that does not reflect real-world conditions, needs to be thoroughly re-examined and tested if such information is going to serve as the scientific foundation of nationwide decision-making now and in the future,” Mr. Hewitt said.

However, the goal of political appointees in the Trump administration is not just to change the climate assessment’s methodology, which has broad scientific consensus, but also to question its conclusions by creating a new climate review panel. That effort is led by a 79-year-old physicist who had a respected career at Princeton but has become better known in recent years for attacking the science of man-made climate change and for defending the virtues of carbon dioxide — sometimes to an awkward degree.

“The demonization of carbon dioxide is just like the demonization of the poor Jews under Hitler,” the physicist, William Happer, who serves on the National Security Council as the president’s deputy assistant for emerging technologies, said in 2014 in an interview with CNBC.

Mr. Happer’s proposed panel is backed by John R. Bolton, the president’s national security adviser, who brought Mr. Happer into the N.S.C. after an earlier effort to recruit him during the transition.

Mr. Happer and Mr. Bolton are both beneficiaries of Robert and Rebekah Mercer, the far-right billionaire and his daughter who have funded efforts to debunk climate science. The Mercers gave money to a super PAC affiliated with Mr. Bolton before he entered government and to an advocacy group headed by Mr. Happer.

Climate scientists are dismissive of Mr. Happer; his former colleagues at Princeton are chagrined. And several White House officials — including Larry Kudlow, the president’s chief economic adviser — have urged Mr. Trump not to adopt Mr. Happer’s proposal, on the grounds that it would be perceived as a White House attack on science.

Even Stephen K. Bannon, the former White House strategist who views Mr. Happer as “the climate hustler’s worst nightmare — a world-class physicist from the nation’s leading institution of advanced learning, who does not suffer fools gladly,” is apprehensive about what Mr. Happer is trying to do.

“The very idea will start a holy war on cable before 2020,” he said. “Better to win now and introduce the study in the second inaugural address.”

But at a White House meeting on May 1, at which the skeptical advisers made their case, Mr. Trump appeared unpersuaded, people familiar with the meeting said. Mr. Happer, they said, is optimistic that the panel will go forward.

The concept is not new. Mr. Trump has pushed to resurrect the idea of a series of military-style exercises, known as “red team, blue team” debates, on the validity of climate science first promoted by Scott Pruitt, the E.P.A. administrator who was forced to resign last year amid multiple scandals.

At the time, the idea was shot down by John F. Kelly, then the White House chief of staff. But since Mr. Kelly’s departure, Mr. Trump has talked about using Mr. Happer’s proposed panel as a forum for it.

For Mr. Trump, climate change is often the subject of mockery. “Wouldn’t be bad to have a little of that good old fashioned Global Warming right now!” he posted on Twitter in January when a snowstorm was freezing much of the country.

His views are influenced mainly by friends and donors like Carl Icahn, the New York investor who owns oil refineries, and the oil-and-gas billionaire Harold Hamm — both of whom pushed Mr. Trump to deregulate the energy industry.

Mr. Trump’s daughter Ivanka made a well-publicized effort to talk him out of leaving the Paris accord in 2017. But after being vanquished by officials including Mr. Bannon, Mr. Pruitt, former Attorney General Jeff Sessions and the former White House counsel Donald F. McGahn II, there is little evidence she has resisted his approach since then.

The president’s advisers amplify his disregard. At the meeting of the eight-nation Arctic Council this month, Secretary of State Mike Pompeo dismayed fellow diplomats by describing the rapidly warming region as a land of “opportunity and abundance” because of its untapped reserves of oil, gas, uranium, gold, fish and rare-earth minerals. The melting sea ice, he said, was opening up new shipping routes.

At the National Security Council, under Mr. Bolton, officials said they had been instructed to strip references to global warming from speeches and other formal statements. But such political edicts pale in significance to the changes in the methodology of scientific reports.

Mr. Reilly, the head of the Geological Survey, who does not have a background in climate change science, characterized the changes as an attempt to prepare more careful, accurate reports. “We’re looking for answers with our partners and to get statistical significance from what we understand,” he said.

Yet scientists said that by eliminating the projected effects of increased carbon dioxide pollution after 2040, the Geological Survey reports would present an incomplete and falsely optimistic picture of the impact of continuing to burn unlimited amounts of coal, oil and gasoline.

“The scenarios in these reports that show different outcomes are like going to the doctor, who tells you, ‘If you don’t change your bad eating habits, and you don’t start to exercise, you’ll need a quadruple bypass, but if you do change your lifestyle, you’ll have a different outcome,’” said Katharine Hayhoe, the director of the Climate Science Center at Texas Tech University and an author of the National Climate Assessment.

Not all government science agencies are planning such changes. A spokesman for the National Oceanic and Atmospheric Administration, asked if its scientists would limit the use of climate models, wrote in an email, “No changes are being considered at this time.”

The push to alter the results of at least some climate science reports, several officials said, came after November’s release of the second volume of the National Climate Assessment.

While the Trump administration did not try to rewrite the scientific conclusions of the report, officials sought to play it down — releasing it the day after Thanksgiving — and discredit it, with a White House statement calling it “largely based on the most extreme scenario.”

Still, the report could create legal problems for Mr. Trump’s agenda of abolishing regulations. This summer, the E.P.A. is expected to finalize the legal rollback of two of President Barack Obama’s most consequential policies: federal regulations to curb planet-warming pollution from vehicle tailpipes and power plant smokestacks.

Opponents say that when they challenge the moves in court, they intend to point to the climate assessment, asking how the government can justify the reversals when its own agencies have concluded that the pollution will be so harmful.

That is why officials are now discussing how to influence the conclusions of the next National Climate Assessment.

“They’ve started talking about how they can produce a report that doesn’t lead to some silly alarmist predictions about the future,” said Myron Ebell, who heads the energy program at the Competitive Enterprise Institute, an industry-funded research organization, and who led the administration’s transition at the E.P.A.

A key change, he said, would be to emphasize historic temperatures rather than models of future atmospheric temperatures, and to eliminate the “worst-case scenarios” of the effect of increased carbon dioxide pollution — sometimes referred to as “business as usual” scenarios because they imply no efforts to curb emissions.

Scientists said that eliminating the worst-case scenario would give a falsely optimistic picture. “Nobody in the world does climate science like that,” said Michael Oppenheimer, a professor of geosciences and international affairs at Princeton. “It would be like designing cars without seatbelts or airbags.”

Outside the United States, climate scientists had long given up on the White House being anything but on outlier in policy. But they worry about the loss of the government as a source for reliable climate research.

“It is very unfortunate and potentially even quite damaging that the Trump administration behaves this way,” said Johan Rockström, the director of the Potsdam Institute for Climate Impact Research in Germany. “There is this arrogance and disrespect for scientific advancement — this very demoralizing lack of respect for your own experts and agencies.”

E.P.A. Plans to Get Thousands of Deaths Off the Books by Changing Its Math

WASHINGTON — The Environmental Protection Agency plans to change the way it calculates the future health risks of air pollution, a shift that would predict thousands of fewer deaths and would help justify the planned rollback of a key climate change measure, according to five people with knowledge of the agency’s plans.

The proposed change would dramatically reduce the 1,400 additional premature deaths per year that the E.P.A. had initially forecast as a result of eliminating the old climate change regulation — the Clean Power Plan, which was President Barack Obama’s signature climate change measure. It would also make it easier for the administration to defend its replacement, known as the Affordable Clean Energy rule.

It has been a constant struggle for the E.P.A. to demonstrate, as it is normally expected to do, that society will see more benefits than costs from major regulatory changes. The new modeling method, which experts said has never been peer-reviewed and is not scientifically sound, would most likely be used by the Trump administration to defend further rollbacks of air pollution rules.

It is not uncommon for a presidential administration to use accounting changes to make its regulatory decisions look better than the rules of its predecessors. But the proposed new modeling method is unusual because it relies on unfounded medical assumptions and discards more than a decade of peer-reviewed E.P.A. methods for understanding the health hazards linked to the fine particulate matter produced by burning fossil fuels.

Fine particulate matter — the tiny, deadly particles that can penetrate deep into the lungs and enter the bloodstream — is linked heart attacks, strokes and respiratory disease.

The five people familiar with the plan, who are all current or former E.P.A. officials, said the new modeling method would be used in the agency’s analysis of the final version of the ACE rule, which is expected to be made public in June. William L. Wehrum, the E.P.A. air quality chief, acknowledged in an interview the new method would be included in the agency’s final analysis of the rule.

The new methodology would assume there is little or no health benefit to making the air any cleaner than what the law requires. On paper, that would translate into far fewer premature deaths from air pollution, even if it increased. The problem is, scientists say, in the real world there are no safe levels of fine particulate pollution in the air.

“Particulate matter is extremely harmful and it leads to a large number of premature deaths,” said Richard L. Revesz, an expert in environmental law at New York University. He called the expected change a “monumental departure” from the approach both Republican and Democratic E.P.A. leaders have used over the past several decades and predicted that it would lay the groundwork for weakening more environmental regulations.

“It could be an enormously significant impact,” Mr. Revesz said.

The Obama administration had sought to reduce planet-warming greenhouse gas emissions under the Clean Power Plan by pushing utilities to switch away from coal and instead use natural gas or renewable energy to generate electricity. The Obama plan would also have what’s known as a co-benefit: levels of fine particulate matter would fall.

The Trump administration has moved to repeal the Obama-era plan and replace it with the ACE rule, which would slightly improve the efficiency of coal plants. It would also allow older coal plants to remain in operation longer and result in an increase of particulate matter.

Particulate matter comes in various sizes. The greatest health risk comes from what is known as PM 2.5, the range of fine particles that are less than 2.5 microns in diameter. That is about one-thirtieth the width of a human hair.

The E.P.A. has set the safety threshold for PM 2.5 at a yearly average of 12 micrograms per cubic meter. While individual days vary, with some higher, an annual average at or below that level, known as the particulate matter standard, is considered safe. However, the agency still weighs health hazards that occur in the safe range when it analyzes new regulations.

Industry has long questioned that system. After all, fossil fuel advocates ask, why should the E.P.A. search for health dangers, and, ultimately, impose costs on industry, in situations where air is officially considered safe?

Mr. Wehrum, who worked as a lawyer and lobbyist for chemical manufacturers and fossil fuel businesses before moving to the E.P.A., echoed that position in the interview. He noted that, in some regulations, the benefits of reduced particulate matter have been estimated to total in the range of $40 billion.

“How in the world can you get $30 or $40 billion of benefit to public health when most of that is attributable to reductions in areas that already meet a health-based standard,” he said. “That doesn’t make any sense.”

Mr. Wehrum confirmed that he had asked his staff to study the issue and that the final version of the ACE rule would include a variety of analyses, including one that does not take into consideration health effects below the particulate matter standard. He acknowledged that doing so would reduce the 1,400 premature deaths the agency had initially predicted as a result of the measure.

He called the attention given to that initial forecast “unfortunate” and said the agency had included the figure in its analysis to show the varied results that can be achieved based on different assumptions.

Mr. Wehrum said the analyses the agency is conducting “illuminate the issue” of particulate matter and the question of what level is acceptable for the purposes of policymaking. He said new approaches would allow for public debate to move ahead and that any new methods would be subject to peer review if they became the agency’s primary tool for measuring health risks.

“This isn’t just something I’m cooking up here in my fifth-floor office in Washington,” Mr. Wehrum said.

Roger O. McClellan, who has served on E.P.A. advisory boards and as president of the Chemical Industry Institute of Toxicology, an industry-financed research center, said the data for health risks below the particulate matter standard was weak and that he did not accept the argument that agencies must calculate risk “down to the first molecule of exposure.”

“These kinds of approaches — that every molecule, every ionization, carries with it an associated calculable health risk — are just misleading,” Mr. McClellan said.

To put the matter in perspective, most scientists say particulate matter standards are like speed limits. On many highways, a limit of 65 miles per hour is considered reasonable to protect public safety. But that doesn’t mean the risk of an accident disappears at 55 m.p.h., or even 25.

Jonathan M. Samet, a pulmonary disease specialist who is dean of the Colorado School of Public Health, said the most recent studies showed negative health effects well below the 12-microgram standard. “It’s not a hard stop where we can say ‘below that, air is safe.’ That would not be supported by the scientific evidence,” Dr. Samet said. “It would be very nice for public health if things worked that way, but they don’t seem to.”

Daniel S. Greenbaum, president of the Health Effects Institute, a nonprofit research organization that is funded by the E.P.A. and industry groups, acknowledged there was uncertainty around the effects of fine particulate matter exposure below the standard.

He said it was reasonable of the Trump administration to study the issue, but he questioned moving ahead with a new system before those studies are in. “To move away from the way this has been done without the benefit of this full scientific peer review is unfortunate,” he said.

Humans Have 30 Years To Stave Off Climate Catastrophe: ‘It’s worse, much worse than you think’

“It is worse, much worse, than you think.”

That’s how David Wallace-Wells‘ new book “The Uninhabitable Earth” opens. It’s a painstakingly researched look at the catastrophic consequences global warming is already having on the planet — and the even worse ones that are coming unless drastic action is taken over the next three decades.

“Projections estimate that if we don’t change course on global warming, we could have a global GDP that’s 30 percent smaller than it would be without climate change,” Wallace-Wells tells Here & Now‘s Robin Young. “That’s an impact that’s twice as big as the Great Depression, and it would be permanent.”

What can humans do to mitigate that kind of damage? Wallace-Wells says the short answer is “political change producing policy change.”

“We need such dramatic interventions in every sector of our world, from our energy, to our transportation, to our infrastructure, our agriculture,” he says. “Absolutely every aspect of modern life has a carbon footprint, and we need to not just reduce those carbon footprints, we need to eliminate them entirely.”

On how he became interested in exploring the impacts of climate change

“I’m a journalist who’s interested in the near future, and I’m also a lifelong New Yorker, which meant that I spent most of my life — I was concerned about climate change. I knew it was an important issue. But I was deluded in the sense that I felt I lived in an urban fortress outside of nature in the modern world, and that while there were people elsewhere on the planet who were going to be really in harm’s way from some of these impacts, that I wasn’t going to be one of them and probably most of the people I loved weren’t going to be among them. And as a result, I thought, ‘This is an important issue, but it’s not an all-encompassing, all-governing issue.’ The deeper I got into the research just as a journalist, the more I realized, it’s everywhere. And every aspect of life — even those that we take so eternally for granted as permanent features of the world — are subject to the forces of nature. So when I walk down the street, on a concrete street, look up at steel buildings, I’m still living in nature. Especially if you’re on the coast, you’re vulnerable from sea level. But really that’s just the start.

Our agricultural yields could be only half as bountiful, and we’d be using that half as much food to feed 50 percent more people. There are public health issues, there’s a relationship between temperature and mental illness. There’s an effect on cognitive performance. Really everywhere you look — wildfires, extreme weather, hurricanes, droughts, heatwaves — every aspect of life as we know it on this planet is changing already. The planet is already hotter than it’s ever been in all of human history, and it will surely change more, which means that everything we know about human life and human civilization grew up under conditions that no longer preside, and we’re living in a different enough environment — it may even be better to think already that we’re living on a different planet — and given where we’re headed, things are going to change even faster, even more dramatically in the decades ahead.”

On how rapidly climate change impacts have intensified just in the last 30 years, despite climate change awareness also intensifying

“It’s really amazing to think, I’m 36 years old, which means my life contains this whole story. I have memories that are more than 30 years old. I remember driving and flying more than 30 years ago, and since I formed those memories, we’ve done more damage to the climate than in all of the centuries, all of the millennia before in human history. That’s a really dispiriting fact to know in terms of how powerful knowledge is, because this is the same period of time since the U.N. established its [Intergovernmental Panel on Climate Change] body, and really advertised to all of the leaders of the world that this was a pressing, dramatic problem. But those 30 years have brought us from a stable climate to the brink of catastrophe, which is where we are now. We have about that much time again to avert some of these worst scenarios — 30 years ahead of us — and that means really, again, it’s not just the story of the first half of that story that’s going to take place in my lifetime. It’s the second half, too.

“This is a drama of a scale that really we only used to understand or recognize in mythology or theology. The main driver of the future climate of the planet is what we do, and all of us are protagonists in that story and we’ll determine what kind of future not just our children live in, but our grandchildren and our great-grandchildren. That is how consequential the decades ahead of us will be.”

On what needs to happen in order to avert a worst-case scenario

“Most scientists would say we need to zero out on carbon globally by about 2050 in order to have a chance of stabilizing the planet below this threshold of a catastrophe. I think it’s unlikely that we’d do that. But that’s not a reason for slowing down now.

“I think it’s really important to understand that this is not a binary system, it’s not a matter of whether we pass that threshold or not. It’s not a matter of whether we reach a hellish climate scenario or not. Every tick upward of temperature produces more suffering, more pain, and every tick that we can avoid will make the world a better place in the future. So while I think it’s unrealistic that we entirely zero out on carbon by 2050, I think we should marshal as many resources as we possibly can to achieve that goal. … The story of climate change is so big that we can’t solve it through small actions. We need a big policy response.”

On humanity having to adjust to the new living conditions climate change could create, regardless of what kind of action is taken

“I think that we will be on a different planet no matter what path we choose. Which is to say, even if we take quite dramatic action and really transform our trajectory on climate change — which is possible, everything is within our control, everything is up to us. It’s not outside of our power. But even if we do that, we will be left with a world that is dramatically shaped by climate change, because it will mean huge new plantations of solar panel plants. It will mean plantations of carbon-capture technology which suck carbon out of the atmosphere. It will mean an entirely new infrastructure. It will mean new kinds of airplanes, new kinds of public transportation. It will mean a new approach to diet and agriculture.

“Absolutely everything needs to be transformed and will be transformed either by the force of climate change, or by the force that we put into avoiding climate change. Now thankfully, there’s still time to imagine a world that is made prosperous and fulfilling and just through climate action.”

It is worse, much worse, than you think. The slowness of climate change is a fairy tale, perhaps as pernicious as the one that says it isn’t happening at all, and comes to us bundled with several others in an anthology of comforting delusions: that global warming is an Arctic saga, unfolding remotely; that it is strictly a matter of sea level and coastlines, not an enveloping crisis sparing no place and leaving no life un-deformed; that it is a crisis of the “natural” world, not the human one; that those two are distinct, and that we live today somehow outside or beyond or at the very least defended against nature, not circumscribed and literally overwhelmed by it; that wealth can be a shield against the ravages of warming; that the burning of fossil fuels is the price of continued economic growth; that growth, and the technology it produces, will allow us to engineer our way out of environmental disaster; that there is any analogue to the scale or scope of this threat, in the long span of human history, that might give us confidence in staring it down.

None of this is true. But let’s begin with the speed of change. The earth has experienced five mass extinctions before the one we are living through now, each so complete a wiping of the fossil record that it functioned as an evolutionary reset, the planet’s phylogenetic tree first expanding, then collapsing, at intervals, like a lung: 86 percent of all species dead, 450 million years ago; 70 million years later, another 75 percent; 100 million years later, 96 percent; 50 million years later, 80 percent; 150 million years after that, 75 percent again. Unless you are a teenager, you probably read in your high school textbooks that these extinctions were the result of asteroids. In fact, all but the one that killed the dinosaurs involved climate change produced by greenhouse gas. The most notorious was 252 million years ago; it began when carbon warmed the planet by five degrees Celsius, accelerated when that warming triggered the release of methane, another greenhouse gas, and ended with all but a sliver of life on Earth dead. We are currently adding carbon to the atmosphere at a considerably faster rate; by most estimates, at least ten times faster. The rate is one hundred times faster than at any point in human history before the beginning of industrialization. And there is already, right now, fully a third more carbon in the atmosphere than at any point in the last 800,000 years—perhaps in as long as 15 million years. There were no humans then. The oceans were more than a hundred feet higher.

Many perceive global warming as a sort of moral and economic debt, accumulated since the beginning of the Industrial Revolution and now come due after several centuries. In fact, more than half of the carbon exhaled into the atmosphere by the burning of fossil fuels has been emitted in just the past three decades. Which means we have done as much damage to the fate of the planet and its ability to sustain human life and civilization since Al Gore published his first book on climate than in all the centuries—all the millennia—that came before. The United Nations established its climate change framework in 1992, building a political consensus out of a scientific consensus and advertising it unmistakably to the world; which means we have now done as much damage to the environment knowingly than we ever managed in ignorance. Global warming may seem like a distended morality tale playing out over several centuries and inflicting a kind of Old Testament retribution on the great-great-grandchildren of those responsible, since it was carbon burning in eighteenth-century England that lit the fuse of everything that has followed. But that is a fable about historical villainy that acquits those of us alive today—and unfairly. The majority of the burning has come since the premiere of Seinfeld. Since the end of World War II, the figure is about 85 percent. The story of the industrial world’s kamikaze mission is the story of a single lifetime—the planet brought from apparent stability to the brink of catastrophe in the years between a baptism or bar mitzvah and a funeral.

We all know those lifetimes. When my father was born in 1938—among his first memories the news of Pearl Harbor and the mythic air force of the industrial propaganda films that followed— the climate system appeared, to most human observers, steady. Scientists had understood the greenhouse effect, had understood the way carbon produced by burned wood and coal and oil could hothouse the planet and disequilibrize everything on it, for three-quarters of a century. But they had not yet seen the effect, not really, not yet, which made it seem less like an observed fact than a dark prophecy, to be fulfilled only in a very distant future—perhaps never. By the time my father died, in 2016, weeks after the desperate signing of the Paris Agreement, the climate system was tipping toward devastation, passing the threshold of carbon concentration—400 parts per million in the earth’s atmosphere, in the eerily banal language of climatology—that had been, for years, the bright red line environmental scientists had drawn in the rampaging face of modern industry, saying, Do not cross. Of course, we kept going: just two years later, we hit a monthly average of 411, and guilt saturates the planet’s air as much as carbon, though we choose to believe we do not breathe it.

The single lifetime is also the lifetime of my mother: born in 1945, to German Jews fleeing the smokestacks through which their relatives were incinerated, and now enjoying her seventy-third year in an American commodity paradise, a paradise supported by the factories of a developing world that has, in the space of a single lifetime, too, manufactured its way into the global middle class, with all the consumer enticements and fossil fuel privileges that come with that ascent: electricity, private cars, air travel, red meat. She has been smoking for fifty-eight of those years, always unfiltered, ordering the cigarettes now by the carton from China.

It is also the lifetime of many of the scientists who first raised public alarm about climate change, some of whom, incredibly, remain working today—that is how rapidly we have arrived at this promontory. Roger Revelle, who first heralded the heating of the planet, died in 1991, but Wallace Smith Broecker, who helped popularize the term “global warming,” still drives to work at the Lamont-Doherty Earth Observatory across the Hudson every day from the Upper West Side, sometimes picking up lunch at an old Jersey filling station recently outfitted as a hipster eatery; in the 1970s, he did his research with funding from Exxon, a company now the target of a raft of lawsuits that aim to adjudicate responsibility for the rolling emissions regime that today, barring a change of course on fossil fuels, threatens to make parts of the planet more or less unlivable for humans by the end of this century. That is the course we are speeding so blithely along—to more than four degrees Celsius of warming by the year 2100. According to some estimates, that would mean that whole regions of Africa and Australia and the United States, parts of South America north of Patagonia, and Asia south of Siberia would be rendered uninhabitable by direct heat, desertification, and flooding. Certainly it would make them inhospitable, and many more regions besides. This is our itinerary, our baseline. Which means that, if the planet was brought to the brink of climate catastrophe within the lifetime of a single generation, the responsibility to avoid it belongs with a single generation, too. We all also know that second lifetime. It is ours.

More than 4 in 10 Americans Live with Unhealthy Air; Eight Cities Suffered Most Polluted Air Ever Recorded

American Lung Association’s 20th annual ‘State of the Air’ report sounds the alarm on worsened air quality driven by climate change, placing health and lives at risk

(April 24, 2019) – CHICAGO  The American Lung Association’s 2019 “State of the Air” report finds that an increasing number of Americans—more than 4 in 10—lived with unhealthy air quality, placing their health and lives at risk. The 20th annual air quality “report card” found that 141.1 million people lived in counties with unhealthful levels of either ozone or particle pollution, an increase of more than 7.2 million Americans since the last annual report. Eight cities recorded their highest number of days with unhealthy spikes in particle pollution since the nation began monitoring this pollutant 20 years ago. And the nation recorded more days with air quality considered hazardous, when air quality reached “emergency conditions”—Maroon on the air quality index—than ever before.

“The 20th annual ‘State of the Air’ report shows clear evidence of a disturbing trend in our air quality after years of making progress: In many areas of the United States, the air quality is worsening, at least in part because of wildfires and weather patterns fueled by climate change,” said American Lung Association President and CEO Harold Wimmer. “This increase in unhealthy air is eye-opening, and points to the reality that the nation must do more to protect the public from serious, even life-threatening harm. There is no clearer sign that we are facing new challenges than air pollution levels that have broken records tracked for the past twenty years, and the fact that we had more days than ever before when monitored air quality reached hazardous levels for anyone to breathe.”

The 2019 “State of the Air” report analyzed the three years with the most recent quality-assured data collected by states, cities, counties, tribes and federal agencies: 2015-2017. Notably, those three years were the hottest recorded in global history. When it comes to air quality, changing climate patterns fuel wildfires and lead to worsened ozone pollution. This degraded air quality threatens the health of Americans, especially those more vulnerable such as children, older adults and those living with a lung disease.

Each year, “State of the Air” reports on the two most widespread outdoor air pollutants, ozone pollution and particle pollution. Each is dangerous to public health and each can be lethal. The 2019 “State of the Air” report found that more than 20 million people lived in counties that had unhealthy levels of air quality in all categories.

Particle Pollution
Unhealthy particles in the air result from many sources, including wildfires, wood-burning devices, coal-fired power plants and diesel engines. Particle pollution can be deadly. Technically known as PM2.5, these microscopic particles lodge deep in the lungs and can enter the bloodstream, triggering asthma attacks, heart attacks and strokes, and can cause lung cancer.

The report has two grades for particle pollution: One for “short-term” particle pollution, or daily spikes in the pollutant, and one for the annual average or “year-round” level that represents the concentration of particles day-in and day-out in each location.

Short-Term Particle Pollution
More cities experienced days when there were spikes in particle pollution, with eight cities of the 25 most-polluted reaching their highest number of such days in the report’s 20-year history: Fairbanks, Alaska; Salinas, CA; Santa Maria-Santa Barbara, CA; Missoula, Montana; Bismarck, ND; Bend-Pineville, OR; Spokane-Spokane Valley-Coeur d’Alene, WA-ID; and Yakima, Washington. Wildfires in 2017, especially in Montana, Washington and California, and woodsmoke from heating homes contributed to many of these dangerous spikes. Bakersfield, CA, remained the #1 most polluted city for short-term particle levels, as it has for eight of the past 10 reports. Overall, daily spikes in particle pollution are getting more frequent, and, in many cases, more severe, with four days reaching hazardous, Maroon alert levels in 2017, the highest number ever. Nationwide, more than 49.6 million people suffered those episodes of unhealthy spikes in particle pollution in the 76 counties where they lived.

Year-Round Particle Pollution
More than 20.5 million people lived in counties with unhealthy levels of year-round particle pollution, which is more than in the last two annual “State of the Air” reports. Steps to clean up emissions that cause particle pollution helped reduce some averages. Meanwhile, major sources like agriculture, power plants and industrial sources still emit too much particulate matter, and wildfires in the western U.S. contributed to higher levels of particle pollution in several cities. Fresno-Madera-Hanford, CA, topped the list as most polluted by year-round particle levels in this year’s report, tying its previous record for the highest level ever reached.

 Ozone Pollution
Ozone pollution, often referred to as smog, harms lung health, essentially causing a sunburn of the lung. Specifically, inhaling ozone pollution can cause shortness of breath, trigger coughing and asthma attacks, and may shorten life. Warmer temperatures make ozone more likely to form and harder to clean up.

Significantly more people suffered unhealthy ozone pollution in the 2019 report than in the last two “State of the Air” reports. Approximately 134 million people lived where they experienced too many high ozone days, the highest number of people exposed since the 2016 report. This report shows the changing climate’s impact on air quality, as ozone pollution worsened during the global record-breaking heat years tracked in the 2019 report.

Of the 10 most polluted cities for ozone, seven did worse than in last year’s report, including many of the nation’s largest metropolitan areas. Los Angeles’s air quality worsened, and it remains #1 for most ozone-polluted city in the nation. Only Bakersfield, Fresno-Madera-Hanford and San Jose-San Francisco-Oakland had fewer days with high ozone than in the 2018 report.

The “State of the Air” also recognizes the nation’s cleanest cities, and just like last year’s report, only six cities qualified for that status. To rank as one of the nation’s cleanest cities, a city must experience no high ozone or high particle pollution days and must rank among the 25 cities with the lowest year-round particle pollution levels during 2015-2017.
