Mayor touts S.F.’s green vehicle plans at Vatican conference

San Francisco will switch its municipal fleet — some 6,000 vehicles ranging from fire trucks to police cars — from petroleum to renewable diesel by the end of the year, Mayor Ed Lee said Tuesday during his trip to the Vatican.

“We’re taking action that is good for the global climate, and at the same time promotes environmental justice in our community by leading to cleaner, healthier air for some of our most vulnerable neighborhoods,” Lee said. “The city of St. Francis is answering the pope’s call for local action on global climate change.”

His comments came at a major conference hosted by Pope Francis focusing on climate change and human trafficking.

Renewable diesel — which can be derived from soybean, palm, canola or rapeseed oil, plus animal tallow and grease — is more environmentally friendly than petroleum, but also more expensive to produce. The city will finance the transition by relying on a mix of federal and state rebates, which administration officials said makes biodiesel available at or below the cost of regular gas.

San Francisco has some of the most progressive environmental policies in the country. From 1990 to 2012, it reduced greenhouse gas emissions by 23 percent, said Roger Kim, a senior adviser to Lee on the environment. And it has a goal of reducing carbon emissions by 40 percent below 1990 levels by 2025.

It began moving away from petroleum diesel six years ago by transitioning to a blend of fuel that is 20 percent biodiesel and 80 percent petroleum diesel. Last year, the San Francisco Fire Department piloted the use of 100 percent renewable diesel for its fleet.

Renewable diesel is not the same as biodiesel. While both derive in large part from plant and animal oils, they are produced through different chemical processes.

Between 1956 and 1964, Bell Laboratories produced a number of television specials titled “The Bell Laboratories Science Series.” The topics ranged from an examination of the Sun, to human blood, deep space, the mind, the nature of time and life itself. The programs were produced by Frank Capra, whose films include It’s a Wonderful Life and Mr. Smith Goes to Washington, so the production value of the series was notably superior. Even 30 years later, schools all across the US were still showing these Bell Labs films to students.

In 1958, a chapter in this series titled “The Unchained Goddess” was broadcast. The topic was the weather, and it starred Richard Carlson and a USC professor named Dr. Frank C. Baxter. At one point in the program, Carlson asked Dr. Baxter, “What would happen if we could change the course of the Gulf Stream, or the other great ocean currents, or warm up Hudson Bay with atomic furnaces?” The “atomic furnaces” bit is a quaint throwback to the atom-crazy 1950s, but the response given by Dr. Baxter is what makes this particular film notable.

“Extremely dangerous questions,” replied Dr. Baxter, “because with our present knowledge we have no idea what would happen. Even now, Man may be unwittingly changing the world’s climate through the waste products of his civilization. Due to our release, through factories and automobiles every year, of more than 6 billion tons of carbon dioxide – which helps air absorb heat from the Sun – our atmosphere seems to be getting warmer. It’s been calculated that a few degrees rise in the Earth’s temperature would melt the polar ice caps, and if this happens, an inland sea would fill a good portion of the Mississippi Valley. Tourists in glass-bottomed boats would be viewing the drowned towers of Miami through 150 feet of tropical water.”

Again, this was broadcast in 1958. The fact that climate concerns were being voiced almost 60 years ago is likely surprising to many, but the history and beginnings of the environmental movement in the US date even earlier. Ten years before, in 1948, the first piece of federal legislation to regulate water quality – the Federal Water Pollution Control Act – was passed. President Eisenhower spoke to the issue of air pollution, which had killed nearly 300 people in New York City two years earlier, in his 1955 State of the Union Address. That same year, the Air Pollution Control Act was passed.

Scientists’ Warnings Come Too Late to Shape State’s Weak Fracking Regulations

SACRAMENTO, Calif.— A study released today by the California Council on Science and Technology warns that fracking and other oil extraction techniques emit dangerous air pollution and threaten to contaminate California’s drinking water supplies. Millions of Californians live near active oil and gas wells, which exposes them to the air pollutants indentified in the report.

The troubling findings come a week after Gov. Jerry Brown’s oil officials finalized new fracking regulations that do little to address such public health and water pollution risks.

“This disturbing study exposes fatal flaws in Gov. Brown’s weak fracking rules,” said Hollin Kretzmann of the Center for Biological Diversity. “Oil companies are fouling the air we breathe and using toxic chemicals that endanger our dwindling drinking water. The millions of people near these polluting wells need an immediate halt to fracking and other dangerous oil company practices.”

Last week the state’s Department of Conservation began implementing new fracking regulations and finalized an assessment of fracking’s health and environmental risks, even though the science council had not finished evaluating fracking’s dangers. The science council is an independent, nonprofit organization that advises California officials on policy issues.

Today’s report concludes that fracking in California happens at unusually shallow depths, dangerously close to underground drinking water supplies, with unusually high chemical concentrations. That poses a serious threat to aquifers during the worst drought in California history.

Air pollution is also a major concern. In the Los Angeles area, the report identifies 1.7 million people — and hundreds of daycare facilities, schools and retirement homes — within one mile of an active oil or gas well. Atmospheric concentrations of pollutants near these oil production sites “can present risks to human health,” the study says.

But Gov. Brown’s new fracking regulations do not address deadly air pollutants like particulate matter and air toxic chemicals. A recent Center analysis found that oil companies engaged in extreme oil production methods have used millions of pounds of air toxics in the Los Angeles Basin.

Among the science council’s other disturbing findings:

  • California places no limits on how close oil and gas wells can be to homes, schools or daycare facilities, which can expose people to dangerous air pollution from fracking and other oil extraction procedures.
  • Serious concerns are raised over the oil industry’s disposal of fracking waste fluid and produced water into open pits and the use of oil waste fluid to irrigate crops.
  • The health and water pollution impacts of fracking chemicals that could be present in oil waste that’s dumped into open pits “would be extremely difficult to predict, because there are so many possible chemicals, and the environmental profiles of many of them are unmeasured.”
  • Wildlife habitat can be fragmented or lost because of fracking and other oil development – and fracking-related oil development in California “coincides with ecologically sensitive areas” in Kern and Ventura Counties.
  • Confirmation that many oil industry wastewater injection wells are close to active faults — a practice has triggered earthquakes in other states. The science council identified more than 1,000 active injection wells within 1.5 miles of a mapped active fault — and more than 150 are within 656 feet.

“These troubling findings send a clear message to Gov. Brown that it’s time to ban fracking and rein in our state’s out-of-control oil industry,” Kretzmann said. “California should follow the example set by New York, which wisely banned fracking after health experts there concluded this toxic technique was just too dangerous.”

SACRAMENTO, Calif – A new report says hydraulic fracturing can contaminate groundwater when the excess water is not properly disposed of, but is not linked to earthquakes in California.

In January, a study by the Seismological Society of America linked a series of earthquakes in Ohio to fracking, and there have been similar claims in other states as well.

The new study released Thursday comes from the California Council on Science and Technology and the Lawrence Berkeley National Laboratory. Jane Long, the lead scientific researcher, says hydraulic fracturing poses some safety concerns but they’re manageable.

“A lot of things people were concerned about are things that are not as big a problem as they think they are,” says Long. “And some of the practices are things that need to change and need more attention.”

The report says the oil companies should phase out percolation ponds used to dispose of excess water because toxic fracking chemicals can get into the aquifer. And it recommends companies put aside about a third of the chemicals currently in use because there’s not enough data about them.

The Center for Biological Diversity points to the finding that oil operations can pollute the air in their immediate vicinity. Long is optimistic that the report will spur further reforms.

“Some of them are going to be recommendations that will be very easy to act on right away and I think they will be acted on and some of them are going to require some process,” she says.

The report was required by the 2013 passage of State Senate Bill 4, which established new safety measures for fracking, rules that went into effect on July 1.

[Oakland, CA] Public interest groups today released the Crude Injustice on the Rails report evaluating the disparate threat to people of color and low-income communities from explosions and pollution from crude oil trains in California.

The groups ForestEthics and Communities for a Better Environment evaluated oil train routes and US Census data to determine who was at greatest risk from pollution and potential oil trains derailments and explosions, like the fatal July 2013 Lac Megantic oil train disaster.

“It’s simple, oil trains contribute to environmental racism in California,” says Nile Malloy, Northern California Program Director, Communities for a Better Environment. “Environmental justice communities like Richmond and Wilmington that already live with the highest risk are hardest hit. It’s time for a just and quick transition to clean energy.”

The groups report that Californians of color are more likely to live in the oil train blast zone, the dangerous one-mile evacuation zone in the case of an oil train derailment and fire. While 60 percent of Californians live in environmental justice communities – communities with racial minorities, low income, or non-English speaking households – 80 percent of the 5.5 million Californians with homes in the blast zone live in environmental justice communities. Nine out of ten of California’s largest cities on oil train routes have an even higher rate of discriminatory impact than the state average. In these cities, 82–100 percent of people living in the blast zone are in environmental justice communities.

“The maps paint a scary picture of who lives with threat of explosions and the health risks from pollution and disruption from dangerous 100-plus car crude oil trains,” says Matt Krogh, ForestEthics extreme oil campaign director and one of the authors of the report. “In California you are 33 percent more likely to live in the blast zone if you live in a nonwhite, low income, or non-English speaking household.”

The groups recommend immediate federal, state and local action to address this environmental discrimination, including a moratorium on oil imports into the state by rail, and action by the state attorney general, US EPA Office of Civil Rights, and US Department of Justice to enforce federal and state laws.

“Oil trains are a threat to our communities and to our climate — but the threat is not evenly shared,” says Todd Paglia, ForestEthics executive director. “The Crude Injustice report shows that in California people of color are the most exposed to these dangers demonstrating another area where our nation’s past and current challenges on issues of race show up loud and clear.”

“Our communities are working to build healthier, greener and thriving communities,” says Alicia Rivera, Communities for a Better Environment Los Angeles organizer.  “Crude by rail is another deadly threat to our families.  This is why we are joining across communities to demand environmental rights along the rails, on July 11th,” Rivera said.

July 6-11 ForestEthics, CBE, and other groups are coordinating the Stop Oil Trains Week of Action with more than 100 events across the US and Canada.
