Benicia Dems hosting Tues., Apr. 9 Air District Zoom panel on refinery violations and ‘community payback’

Dear members and supporters—

We’re delighted to share more information about our April 9th meeting at 7pm, which we revealed last week will focus on the quality of our air – a hot topic given the warming weather and the recent Level-3 Incident at a local refinery. The Bay Area Air Quality Management District (BAAQMD), or “the Air District,” is our local regulatory agency when it comes to air pollution.  It’s been around for decades, but its mission and activities are a mystery to many.  Luckily, our amazing panel of Air District representatives will be on hand to guide us through what it does, how it does it, and what it’s working on to keep Bay Area residents healthy and safe.

We are pleased to share that our panel will include BAAQMD’s Executive Officer/Air Pollution Control Officer, Dr. Philip Fine, formerly a presidential appointment to the EPA and the South Coast Air Management Quality District; Deputy Executive Officer of Public Affairs Viet Tran; BAAQMD Board of Directors member and Benicia Mayor Steve Young; and BAAQMD’s Community Advisory Council Co-Chair Ken Szutu, who also founded the  Citizen Air Monitoring Network in Vallejo before serving as its director.  We also expect that other staff members of the Air District will join us.

Statement from Progressive Democrats of Benicia

The following is a statement from the Progressive Democrats of Benicia regarding recent untrue allegations made against them:

An individual’s allegations that the Progressive Democrats as an organization had anything to do with their firing are untrue.  As an organization, we did not write any letters or contact their employer.  The letter that was written to a local paper was not written by a member.  A letter to their employer was written by a member, but under the member’s own name.  We do not require our members to seek club approval before exercising their free speech rights and we do not control our members’ activities.

This club was not consulted and did not approve of any letters regarding the person in question.  In short, the Progressive Democrats of Benicia had nothing to do with their being fired.

The Progressive Democrats of Benicia do firmly support LGBTQ+ rights and recently had a speaker about the current threats and attacks on that community.  The individual’s website promotes the views of the American College of Pediatrics, which has been labeled a fringe anti-LGBTQ hate group by the Southern Poverty Law Center.

As a club, we believe people need to know the truth, and the truth is we had nothing to do with their firing.  But we wish they would not promote hate groups on their website.

On Deck: Benicia’s Budget Crisis

As previously shared, the focus of the meeting will be “Benicia’s Budget Crisis: The Problem and Potential Solutions.”  Our city budget’s multimillion dollar shortfall stretches far beyond this year, into the indefinite future.  It forces all of us to confront some tough funding decisions:

  • What City services are at risk?
  • Is there a tax increase in the future?
  • How can we increase the City’s revenues?
  • What other solutions are available?

Mayor Steve Young, County Supervisor Monica Brown and Assistant City Manager Bret Prebula, who was Benicia’s Finance Director up until December 2022, will explain the nature and extent of this serious challenge and discuss potential approaches to generating revenue or cutting costs.  There will then be an opportunity for extended Q&A period.

Save these dates for important meetings on Air District charges against Valero for continued air pollution violations

The Bay Area Air Quality Management District (BAAQMD) will have two important informational meetings to discuss the serious emissions violations incurred by the Valero Refinery.  BAAQMD sets and enforces air pollution regulations in the Bay Area. Valero’s violations included dangerous benzene emissions.

The first meeting is THIS THURSDAY, FEB 24, FROM 6 TO 8 PM

In the words of Jack Broadbent, executive officer of the Air District:

Valero’s disregard for air quality regulations and public safety in the surrounding community warrants decisive action and significant penalties to deter violations in the future. Valero did not report or control the emissions from this source as required by Air District regulations, state and federal law.

Please plan to attend the following Zoom meetings to get answers to your questions, find out more details about what has been released into our air, and learn how it could have affected the air quality in Benicia. What will be the consequences to the refinery for their negligent action? Show Valero and the Air District that we care and are prepared to take action to protect our community!!

At our last general membership meeting we announced a webinar for Benicia Community Air Monitoring System on the 24th. That has now been moved to March 3rd so you can attend these BAAQMD meetings, which we feel are vital for every member and supporter to join if they can, so we can make our voices heard on the matter of these violations, and demand Valero take important steps to regain the trust of our community. Please plan to attend!

Benicia City Council will address the Valero emission violations at their regular meeting. City council members have requested a briefing on the Valero case from Air District enforcement staff. This meeting is also open to the public. Please go to this page on the City of Benicia’s website for information on how to join.

The second BAAQMD meeting is a legal hearing, where the Air District’s Hearing Board will consider approving the proposed abatement order. The public can view the agenda and provide written comment to the Hearing Board at the following link:
