Twenty five cars derailed, including empty auto racks and tanker cars of denatured alcohol, more commonly known as ethanol. The company said four tank cars each released up to 500 gallons of ethanol, and a fifth vehicle released about 18,000 gallons.

The derailment resulted in 13 tanker cars being knocked off the tracks and spilling oil.

A 13-car Canadian Pacific train crashed on Sunday, resulting in one tank vehicle spilling Bakken crude oil near the Wisconsin town, according to the agency.

Three of the cars have been placed onto a temporary track, with nine more to go.

With the number of trains now traveling through Minnesota and Wisconsin, there are plenty of disaster officials who think it’s a major accident waiting to happen.

Fire Chief Paul Stephans said his department regularly trains to handle the side effects of derailments.

The Federal Railroad Administration is focusing on mechanical and track cause as the reason for derailment.

However, the Federal Railroad Administration and the Pipeline and Hazardous Materials Safety Administration did agree with the tribes on one issue: the rule’s effective abandonment of a requirement that railroads hauling large quantities of crude oil notify state emergency officials.

Canadian Pacific tells WKOW that there was a train derailment in Wisconsin Wednesday around 1 p.m. Five freight cars went off of the track at a rail yard near Watertown. On Monday afternoon, new track was installed to replace the damaged track. Six BNSF Railway cars loaded with crude oil derailed in March near Galena, Ill., with two of the cars bursting into flames.

CP said in its statement that it had reserved hotel rooms for all affected families. The spill was contained and the oil did not reach any waterways, he said.

With the Wisconsin accidents, at least 26 oil trains and 11 ethanol trains have been involved in major fires, derailments or spills during the past decade in the USA and Canada, according to an Associated Press tally from data kept by transportation agencies and safety investigators. BNSF expects the tracks to return to service Monday morning.

ALMA, Wis. (KMSP) – A large Burlington Northern tanker train derailed along the Mississippi River approximately two miles north of Alma, Wis. on Saturday morning, prompting several road closures and a temporary voluntary evacuation of the area.

The train was traveling southbound along the Mississippi River when it derailed around 8:50 a.m., according to a division of the Wisconsin Emergency Management team. At least 25 cars went off the tracks, including empty auto racks and tanker cars of denatured alcohol, commonly known as ethanol. Aerial footage of the site shows two of the 25 derailed cars in the water.

Five of the cars released have released ethanol into the river, BNSF Railway said in a statement. No fire, smoke or injuries occurred.

Parts of Highway 37 and 35 were temporarily closed due to the incident, but all roads are now back open. The residents in the affected area who voluntarily evacuated have returned to their homes.

Emergency crews are working with BNSF and the La Crosse hazmat regional team to evaluate the derailment. The Federal Railroad Administration is also investigating the incident.

Severson said there is no danger to the public.

“Everybody responded very quickly and it’s good as it can be. It’s gone very well,” Severson said.

At about 8:45 CST this morning a train carrying freight of all kinds derailed approximately two miles north of Alma, WI. Twenty five cars derailed, including empty auto racks and tanker cars of denatured alcohol, more commonly known as ethanol. There were no fires or injuries associated with the incident. A voluntary evacuation has been lifted and there is no threat to the public.  Five of the tanker cars of ethanol have had releases in the Mississippi River. BNSF personnel are working to address the leaks and contain the product. BNSF will work with the EPA and state agencies on the best plan for mitigation and remediation efforts.

Sacramento oil spills would be risky but rare, new report says

Benicia city officials have concluded a proposal to transport large amounts of crude oil daily on trains through Sacramento and Northern California would create a “potentially significant” hazard to the public, but say a spill is probably only a once every few decades occurrence.

In a revised environmental impact report issued Monday, officials in the Bay Area city contend spill risks are unavoidable and there is nothing that the city or the Valero Refining Co. can do to mitigate them, given that the federal government controls how rail shipments are handled. The report makes a point of saying that federal and state governments have taken recent steps to make crude oil rail transports safer.

Valero, which operates a major oil refinery in Benicia, is asking for city approval to ship two 50-car crude oil trains daily from north American fields through California to the Bay Area, replacing marine oil shipments.

Oil train shipments have come under the spotlight nationally after a handful of crashes that caused spectacular explosions and fires. One crash two years ago resulted in the deaths of 47 people in a Canadian town; others have forced evacuations and spilled oil into waterways.

Benicia officials conducted the latest analysis after critics, including Sacramento regional leaders, complained earlier risk assessments were inadequate. They have called on Benicia and Valero to take more safety steps.

Cities on the rail line include Roseville, Sacramento, West Sacramento, Davis, Dixon, Vacaville, Fairfield and Suisun City. The oil train route through rural Northern California remains uncertain. Trains could enter the state from Oregon and pass through the Dunsmuir area, or through the Feather River Canyon, or via Donner Summit.

Benicia’s initial environmental report, published last year, had said spill damage hazards are “less than significant.” The new report is based on a deeper analysis of an expanded geographic area.

The Benicia report cites federal data showing that less than 1 percent of train accidents cause releases of hazardous materials. But it also notes that trains to Benicia would have to travel through mountainous areas that have higher derailment rates. It projects that an oil spill of more than 100 gallons – described in the report as a small spill – might be expected to happen once every 20 to 27 years. A larger spill of 30,000 gallons is listed as a once-every-38-to-80-years event, but could cause injuries and deaths.

The release of the new report sets in place a 45-day public comment period. Benicia officials said they will respond to those comments, then set a Planning Commission review and vote on the project. The date for that hearing has not been set.

Valero officials, who have complained that Benicia’s vetting process has gone on too long, said in a brief email statement Monday that they are looking forward to participating in the Planning Commission discussion of their project. Officials with the Sacramento Area Council of Governments, the regional entity that has been monitoring the project, could not be reached for comment Monday.
